The approach facilitates testing in an "operationally realistic" environment and evaluating "in the mission context at the time of fielding." Further, it facilitates the assessment of system functionality, the assessment of the effect of system functionality on operational capability, and the assessment of the capability of the warfighter to accomplish mission tasks.

Book excerpt: Integrated testing is not new to anyone in the acquisition/testing field. When asking members of the Service testing communities if they are doing integrated testing, the reply is almost always going to be affirmative. With that said, what do they mean by integrated testing? Historically, different people have offered different definitions. In an effort to provide a common point of reference, the Office of the Secretary of Defense (OSD) provided a definition of integrated testing to the Services in 2008. They defined it as " ... the collaborative planning and collaborative execution of test phases and events to provide shared data in support of independent analysis, evaluation and reporting by all stakeholders particularly the developmental (both contractor and government) and operational test and evaluation communities."(OSD, 2008) U.S. Army Test and Evaluation Command (ATEC) has further refined this definition to obtain a better understanding of where we can go beyond integrated testing. When talking about integrating testing, ATEC uses the terms "Integrated" Developmental Test and Operational Test (DT/OT) as well as "Combined" DT/ OT. Integrated DT/OT, a special case of a Combined DT/OT, is a single-phased event that generates data to address developmental and operational issues simultaneously under operational conditions. The execution strategy for this event is based on the requirements of the program. Combined DT/OT is a single event that produces data to answer developmental and operational system issues. A Combined DT/OT is usually conducted as a series of distinct DT and OT phases at a single location using the same test items. For the case in which a single phase can be used to simultaneously meet developmental and operational issues, this testing will be referred to as an Integrated DT/OT.

The paper concludes with recommendations for further study and consideration.

Book excerpt: As the Army leadership continues to shape the Army Force Generation (ARFORGEN) concept to generate continuous readiness that supports strategic flexibility and depth to the US Army warfighters, the US Army Test and Evaluation Command (ATEC) leadership continues to embrace and implement strategic changes to facilitate the fielding of equipment to the warfighters. ATEC has demonstrated adaptability and flexibility in meeting the challenges associated with the traditional acquisition process and the necessities resulted from the deployment of troops to Iraq and Afghanistan. The fundamental purpose of Test and Evaluation (T&E) in the Department of Defense (DoD) and the Military Services remains the same as acquisition policies change. Four studies conducted by different groups between 1999 and 2006 consistently revealed similar concerns on the nature of the needed change. In a 22 December 2007 memorandum, Office of the Secretary of Defense (OSD) promulgated another round of new T&E policies. This paper examines how ATEC is adjusting its culture to implement principles from five of these latest T&E policies and recommends some changes in norms to solidify practices of these policies throughout the community.

Book excerpt: The Department of Defense (DoD) recently issued new and revised test and evaluation (T & E) policies that represent a shift in emphasis toward the evaluation side of T & E and promote a continued emphasis on integrated testing. The revised policies focus on using T & E throughout the system life cycle in a seamless continuum. This revision of T & E policies represents one of many actions the Department is taking to revitalize T & E and to ensure that T & E is timely, effective, and efficient. The revised policy responds to a 2007 review of DoD T & E and its applicability to emerging acquisition approaches. The Director of Operational Test and Evaluation and the Office of the Deputy Director, Developmental Test and Evaluation conducted the review and delivered the resulting report to Congress in July 2007 in compliance with Section 231 of the John Warner National Defense Authorization Act for Fiscal Year 2007, Public Law 109-364. The report, known as the "231 report," is the latest in a series of reviews and studies of DoD T & E that signaled the shift in DoD T & E policy. The December 2007 policy and the findings from the 231 report can be grouped into four broad themes: (1) Emphasis on evaluation, (2) Focus on capabilities and limitations, (3) Integrated and seamless T & E, and (4) Developmental T & E reporting.

Book excerpt: Pursuant to a congressional request, GAO provided information on the Department of Defense's (DOD) Office of the Director, Operational Test and Evaluation's (DOT&E) use of contractors. GAO found that: (1) DOT&E policies and procedures for managing contracts for operational test and evaluation (OT&E) support complied with existing guidelines; (2) DOT&E took measures that were consistent with regulations requiring agencies to guard against contractor conflicts of interest; (3) DOT&E use of the Institute for Defense Analyses as a contractor for OT&E support was permissible under federal regulations and appropriate, since the Institute was less likely than private contractors to have conflicts of interest; (4) of the $12.5 million DOT&E obligated to it during fiscal years 1987 through 1989, the Institute used about $2 million for 51 consultants and 2 subcontractors; (5) of those 51 consultants, 2 had been involved in overseeing programs that they subsequently performed operational test assessments on for DOT&E; and (6) in four instances, the Institute performed both acquisition and operational testing functions on the same weapon systems. GAO believes that disclosure of a consultant's prior work would be consistent with the regulation requiring disclosure of federally funded research and development centers' affairs.

Book excerpt: I have been working in Army test and evaluation (T & E) since 1974 and have seen enormous increases in the complexity of systems since I first started in the business. Systems in 1974 were largely stand-alone, analog, and mechanically controlled. Now to conduct and win the next major conflict with a conventional enemy or against violent extremist movements, previously unimagined systems are being developed and fielded to our warfighters. The complexity of these new systems is a result of addressing today's and tomorrow's threats with more accurate, lethal, reliable, survivable, interoperable, and maintainable systems. Most of today's systems are very software intensive and network enabled, and have on-board, complex subsystems. The complexities that often arise are a result of the interactions among the systems and subsystems, and as a result, they cannot be tested and evaluated in isolation. These systems are vital enablers that assist the warfighters in accomplishing their missions. These new systems are often a system of systems (SoS) on a single platform such as the mine-resistant ambush-protected (MRAP) vehicles or a family of systems such as the Future Combat Systems (FCS) and the Stryker family of vehicles. The Army Test and Evaluation Command (ATEC) uses a number of processes and best practices to T & E SoS and FoS per the policy and guidelines directed in the June 2007 Office of the Secretary of Defense Section 231 Report. Some of the challenges for the command in implementing the guidance found in the Section 231 Report are to maximize the use of mission-based test and evaluation, Modeling and Simulation (M & S), joint and distributed testing, reliability growth testing, and determining system interoperability (subsystem, system, and with multiple systems). This article discusses a few of these challenges.
