Book excerpt: As long ago as 1957, U.S. Army Special Forces soldiers were in the Republic of Vietnam. going about their business of training, advising, and assisting members of the Vietnamese Army. Despite the old Army witticism about never volunteering for anything, the Special Forces soldier is. in fan, a double volunteer, having first volunteered for airborne training and then again for Special Forces training. From a very meager beginning but sustained by a strong motivation and confidence in his mission, the Special Forces soldier has marched through the Vietnam struggle in superb fashion. In 1957 some fifty-eight Vietnamese soldiers were given military training by Special Forces troops. Ten years later the Special Forces were advising and assisting over 40,000 paramilitary troops, along with another 40,000 Regional Forces and Popular Forces soldiers. This monograph traces the development and notes the progress, problems. successes, and failures of a unique program undertaken by the U.S. Army for the first lime in its history. It is hoped that all the significant lessons learned have been recorded and the many pitfalls of such a program uncovered. I am responsible for the conclusions reached, yet my thought processes could not escape the influence of the many outstanding officers and men in the Special Forces who joined in the struggle. Particularly, I must lake note of the contributions of the Special Forces noncommissioned officers, without question the most competent soldiers in the world. With the withdrawal of the Special Forces from Vietnam in 1971, the Army could honestly lay claim to a new dimension in ground warfare-the organized employment of a paramilitary force in sustained combat against a determined enemy. I know I speak for my predecessors and successors in claiming that the 5th Special Forces Group (Airborne) was the finest collection of professional soldiers ever assembled by the U.S. Army, anywhere, anytime. The reality, of course, is that many “hot” conflicts did occur, some with the great powers' weapons and approval, others without. It is this reality, and this period of quasi-war and semiconflict, that Jonathan M. House plumbs in A Military History of the Cold War, 1962–1991, a complex case study in the Clausewitzian relationship between policy and military force during a time of global upheaval and political realignment. This volume opens a new perspective on three fraught decades of Cold War history, revealing how the realities of time, distance, resources, and military culture often constrained and diverted the inclinations or policies of world leaders. In addition to the Vietnam War and nuclear confrontations between the USSR and the United States, this period saw dozens of regional wars and insurgencies fought throughout Asia, Africa, and Latin America. Cuba, Pakistan, Indonesia, Israel, Egypt, and South Africa pursued their own goals in ways that drew the superpowers into regional disputes. Even clashes ostensibly unrelated to the politics of East-West confrontation, such as the Nigerian-Biafran conflict, the Falklands/Malvinas War, and the Indonesian occupation of East Timor, involved armed forces, weapons, and tactics developed for the larger conflict and thus come under House’s scrutiny. His study also takes up nontraditional or specialized aspects of the period, including weapons of mass destruction, civil-military relations, civil defense, and control of domestic disorders. The result is a single, integrated survey and analysis of a complex period in geopolitical history, which fills a significant gap in our knowledge of the organization, logistics, operations, and tactics involved in conflict throughout the Cold War.

Book excerpt: This work builds on earlier publications in this series, particularly Occasional Paper Number Nine, The Creation of the National Imagery and Mapping Agency: Congress's Role as Overseer, by Anne Daugherty Miles. The author of the present paper has examined how the Coast Guard became a member of the Intelligence Community, how Congress was involved, and how Congress will likely be increasingly involved in the organization of the Community. Although the United States Coast Guard has utilized intelligence capabilities since the service's inception in 1790, the Coast Guard was not included as a formal member of the Intelligence Community until December 2002. Mr. Wirth describes the story behind the short but significant amendment to the National Security Act of 1947 which resulted in the Coast Guard's formal entry into the Intelligence Community. Researched within eighteen months of passage, this case study exhaustively documents extensive congressional and Coast Guard staff work. Interviews at the action officer level clearly reveal the view from the bureaucratic trenches, and additional attention to talking points, meeting minutes, and email summaries add immediacy as they further clarify positions from within departments, staffs and agencies. A brief examination of the surrounding political and geopolitical events, such as the bombing of the USS Cole, political changes in Congress, internal Coast Guard actions, and the tragic attacks of September 11th, provide context to the passage of this provision. Derived from a thesis completed in 2003, this paper illustrates the importance of gathering electronic data immediately, since much of the reference material on which this study is based existed only as informal e-mail or documents stored on computers. Much of it likely would have been erased had the research started even a year later.
