Book excerpt: This Selected Issues paper assesses the appropriate level of international reserves for the Economic and Monetary Community of Central Africa. The management of the regional central bank’s (BEAC’s) international reserves is governed by monetary cooperation agreements with France. In view of current risks, it is suggested that the BEAC should define its target level of international reserves. The BEAC should have a framework that reflects fairly each member state’s contribution to the pooled reserves. The enforcement of the surrender requirement should be based on a finding of noncompliance even if the target level is achieved. The institutional framework for reserve management should also provide for the achievement of the target level.

Book excerpt: A popular myth about the travails of Africa holds that the continent's long history of poor economic performance reflects the inability of its leaders and policymakers to fulfill the long list of preconditions to be met before sustained growth can be achieved. These conditions are said to vary from the necessary quantity and quality of physical and human capital to the appropriate institutions and business environments. While intellectually charming and often elegantly formulated, that conventional wisdom is actually contradicted by historical evidence and common sense. It also suggests a form of intellectual mimicry that posits a unique path to prosperity for all countries regardless of their level of development and economic structure. In fact, the argument underlining that reasoning is tautological, and the policy prescriptions derived from it are fatally teleological: low-income countries are by definition those where such ingredients are missing. None of today's high-income countries started its growth process with the "required" and complete list of growth ingredients. Unless one truly believes that the continent of Africa-and most developing countries-are ruled predominantly if not exclusively by plutocrats with a high propensity for sadomasochism, the conventional view must be re-examined, debated, and questioned. This volume-the second of the lOxford Handbook of Africa and Economics-reassesses the economic policies and practices observed across the continent since independence. It offers a collection of analyses by some of the leading economists and development thinkers of our time, and reflects a wide range of perspectives and viewpoints. The majority of the landslides are triggered by intense and/or prolonged rainfall. Therefore, the prediction of the occurrence of rainfall-induced landslides is an important scientific and social issue. To mitigate the risk posed by rainfall-induced landslides, landslide early warning systems (LEWS) can be built and applied at different scales as effective non-structural mitigation measures. Usually, the core of a LEWS is constituted of a mathematical model that predicts landslide occurrence in the monitored areas. In recent decades, rainfall thresholds have become a widespread and well established technique for the prediction of rainfall-induced landslides, and for the setting up of prototype or operational LEWS. A rainfall threshold expresses, with a mathematic law, the rainfall amount that, when reached or exceeded, is likely to trigger one or more landslides. Rainfall thresholds can be defined with relatively few parameters and are very straightforward to operate, because their application within LEWS is usually based only on the comparison of monitored and/or forecasted rainfall. This Special Issue collects contributions on the recent research advances or well-documented applications of rainfall thresholds, as well as other innovative methods for landslide prediction and early warning. Contributions regarding the description of a LEWS or single components of LEWS (e.g., monitoring approaches, forecasting models, communication strategies, and emergency management) are also welcome. We encourage, in particular, the submission of contributions concerning the definition and validation of rainfall thresholds, and their operative implementation in LEWS. Other approaches for the forecasting of landslides are also of interest, such as physically based modelling, hazard mapping, and the monitoring of hydrologic and geotechnical indicators, especially when described in the framework of an operational or prototype early warning system.

Projections point to a moderate, broad-based acceleration in growth to around 51⁄2 percent in 2013¬14, reflecting a gradually strengthening global economy and robust domestic demand. Investment in export-oriented sectors remains an important economic driver, and an agriculture rebound in drought-affected areas will also help growth. Uncertainties in the global economy are the main risk to the region’s outlook, but plausible adverse shocks would likely not have a large effect on the region’s overall performance.
