Book excerpt: Au Burkina Faso, la filière bois-énergie est une source importante de création de revenus et d'emplois pour les populations. Elle permet au pays d'économiser des devises. Le bois-énergie est la source d'énergie la plus disponible et la plus accessible. Il est surtout l'énergie des couches sociales les plus défavorisées. L'existence de fraudes massives sur la filière, la surexploitation de la ressource bois-énergie et les dégradations environnementales montrent que l'exploitation de la filière est économiquement et socialement inefficace. A la lumière de la théorie de l'agence, cette défaillance de la filière bois-énergie sous-entend l'existence d'informations imparfaites ou de manque de transparence sur la filière. L'étude théorique et l'étude empirique que nous avons menée sur le terrain nous ont permis une identification et une analyse de ces informations imparfaites. En effet celles identifiées les plus prédominantes sur la filière sont par ordre d'importance, les prix et les quantités de bois vendues ou achetées. Les causes d'informations imparfaites sur la filière sont entre autres la faible accessibilité de la majorité des acteurs privés aux moyens et aux sources d'information publiques, les inégalités d'accès aux moyens et aux sources d'information privées sur la filière, le non respect par ces acteurs privés des normes de stockage ou de mise en stères du bois avant les ventes, l'insuffisances des moyens de contrôle et de surveillance des forêts chez les acteurs publics, et enfin les dysfonctionnements des moyens d'informations disponibles de ces derniers. Les solutions pratiques qui s'adaptent au cas spécifique de la filière bois-énergie pour la résolution des problèmes d'informations imparfaites sont la certification des quantités de bois et de charbon de bois vendues, la caution à déposer dans un compte bancaire et enfin la signalisation et les contrats incitatifs en langues locales. La communalisation intégrale et la recherche-développement offrent des perspectives intéressantes en termes d'exploitation efficace de la filière et d'internalisation efficace de ses coûts externes.

Il devient nécessaire d'évaluer les sources de dysfonctionnement des instruments de gestion durable de la filière bois-énergie et d'expliquer l'inertie des comportements de demande des énergies de chauffage. La théorie du consommateur a permis d'évaluer les déterminants de la demande et de l'adoption des énergies de cuisson de ces ménages. Le déterminisme des caractéristiques sociologiques et économiques des ménages dans l'inertie de leurs comportements de demande et d'adoption des énergies a été mis en évidence. La théorie du producteur a permis d'identifier les déterminants de la demande du bois-énergie des artisans. La théorie des externalités et la méthode du surplus du consommateur ont permis d'identifier les défaillances de marché et d'évaluer les insuffisances des instruments de gestion de la filière.

La mise en oeuvre de la théorie du consommateur, à travers les modèles AIDS et Logit Multinomial, a permis d'identifier et d'évaluer les déterminants de la demande et de l'adoption des énergies de cuisson des ménages de Ouagadougou. Les résultats ont confirmé le déterminisme des caractéristiques sociologiques et économiques des ménages dans l'inertie de leur comportement de demande.
