Book excerpt: The steering committee was specifically asked to (1) provide an overview of the current state of astronomy and astrophysics science, and technology research in support of that science, with connections to other scientific areas where appropriate; (2) identify the most compelling science challenges and frontiers in astronomy and astrophysics, which shall motivate the committee’s strategy for the future; (3) develop a comprehensive research strategy to advance the frontiers of astronomy and astrophysics for the period 2022-2032 that will include identifying, recommending, and ranking the highest-priority research activities; (4) utilize and recommend decision rules, where appropriate, that can accommodate significant but reasonable deviations in the projected budget or changes in urgency precipitated by new discoveries or unanticipated competitive activities; (5) assess the state of the profession, including workforce and demographic issues in the field, identify areas of concern and importance to the community, and where possible, provide specific, actionable, and practical recommendations to the agencies and community to address these areas. This report proposes a broad, integrated plan for space- and ground-based astronomy and astrophysics for the decade 2023-2032. It also lays the foundations for further advances in the following decade.

Book excerpt: In its fiscal year 2002 budget summary document the Bush administration expressed concern-based in part on the findings and conclusions of two National Research Council studies-about recent trends in the federal funding of astronomy and astrophysics research. The President's budget blueprint suggested that now is the time to address these concerns and directed the National Science Foundation (NSF) and the National Aeronautics and Space Administration (NASA) to establish a blue ribbon panel to (1) assess the organizational effectiveness of the federal research enterprise in astronomy and astrophysics, (2) consider the pros and cons of transferring NSF's astronomy responsibilities to NASA, and (3) suggest alternative options for addressing issues in the management and organization of astronomical and astrophysical research. NASA and NSF asked the National Research Council to carry out the rapid assessment requested by the President. This report, focusing on the roles of NSF and NASA, provides the results of that assessment.

Book excerpt: This volume contains the fifteenth tri-annual reports of the Presidents of the forty Commissions of the International Astronomical Union; it refers to the progress in our discipline during the three years 1970, 1971 and 1972. As compared to earlier volumes a gradual change in character is unmistakable. The ever increasing flow of publications, combined with the obvious necessity to keep the Reports at a reasonable size and price level has gradually forced the Commission Presidents to be more selective than before in drafting their Reports. I have certainly stimulated them into that direction - in order that Reports like these be valuable and lasting, it seems imperative that the individual contributions have the character of a critical overall review, where a fairly complete summary is given of the major develop ments and discoveries of the past three years, and in which the broad developments and new trends be clearly outlined, while at the same time essential problems for future research are identified. With respect to the latter item I have suggested the Commission Presidents to add to their reports a brief section on scientific priorities for future research in the field of their Commissions. In order to save space I have suggested to Commission Presidents that references to published papers are given on the basis of their number in the published issues of Astronomy and Astrophysics Abstracts. For instance, the indication (06. 078. 019) or (AAA 06. 078.

The newly constituted Committee on Astronomy and Astrophysics (CAA) is tasked with monitoring the progress of the survey's recommended priorities. The CAA met in conjunction with Space Science Week 2017 in Washington, D.C., on March 28- 30, 2017. This was the first meeting at which the CAA could produce a report, and in advance of that meeting, the CAA received a question from NASA about an upcoming Small Explorer (SMEX) mission call. This report addresses whether there may or may not be sufficient compelling science motivations for a SMEX-sized mission to justify a SMEX Announcement of Opportunity (AO) in 2018 or 2019 (as is currently planned).

Book excerpt: The Committee on Astronomy and Astrophysics (CAA), at its meeting on September 8, 1997, was briefed on the legislative report accompanying the bill to authorize appropriations for fiscal years 1998 and 1999 for the National Science Foundation (NSF). The report raised a number of questions about trends in support for research in astronomy and the overall robustness of the programs providing that support. At its meeting, the CAA heard the views of NSF and the National Aeronautics and Space Administration (NASA) on these issues. In consultation with the Board on Physics and Astronomy, the Space Studies Board, and representatives of NASA and NSF, the committee accepted the task of studying three of the questions raised by the House Science Committee (HSC). It was intended that the results of the study would help guide federal support of basic research for the next decade and serve as analytical input to the new 2000 decadal survey of the Astronomy and Astrophysics Survey Committee (AASC). The study would not offer specific funding recommendations, but rather would provide a background analysis of the alignment between available resources, agency priorities, and the vitality of the basic research program.
