In addition, the book also includes the first detailed analysis of the trajectory of the army’s counterinsurgency doctrine, arguing that while it was consolidated only over the last decade, the essential elements of the doctrine may in fact be traced back to the army’s first confrontation with the Naga guerillas in the 1950s. It outlines the three essential elements that make up the Indian army’s counterinsurgency doctrine: that there are no military solutions to an insurgency; that military force can only help to reduce levels of violence to enable political solutions; and that there should be limited use of military force. Rajagopalan argues that international circumstances — particularly the need to counter conventional military threats from Pakistan and China — led to a counterinsurgency doctrine that had a strong conventional war bias. This bias also conditioned the organisational culture of the Indian army.

Within five years of its creation the fledgling Flights of No 1 Squadron were undergoing trials by fire in the NWFP. During the World War II, the IAF expanded nine-fold and made valiant contributions in turning the tide of Japanese onslaught. Hardly had the guns fallen silent across the globe and India emerged independent breaking the centuries old yoke of colonialism, once again the IAF was called into operations in Jammu and Kashmir (J&K) war in 1947-48. The IAF was at its innovative best in the un-chartered virgin territory of Himalayan heights. From 1948 till 1962, the IAF witnessed slow and lopsided growth. The debacle in 1962 Sino-Indian war and refusal to use the combat component of the IAF was the nadir of Indian integrated decision-making. The realisation of the need for having well-structured defence forces and resultant expansion of defence forces including the IAF had begun. This reorganisation measure was disrupted half way by the Pakistani attack in J&K. The 1965 war was on. The IAF was launched into conflict at an extremely short notice of one hour and stemmed the advancing enemy tanks from severing the lifeline of J&K. It was only the 1971 war, which enabled the IAF to prepare itself properly and prosecute a well-crafted war plan. The exceptionally swift victory in East Pakistan in a matter of 12 days and with 93,000 Pakistani troops surrendering revealed the might of the Indian Armed Forces. The IAF contributed a lion’s share. Its precision attacks on Governor’s house had strategic results. Pakistani intrusions in 1999 in Dras, Kargil and Haneef sectors again saw restricted committal of the IAF along with the Army. Despite restrictive rules of engagement IAF operated with innovations and was the major reason for Pakistan to vacate the intrusion. In its history of 80 years the IAF has also operated in counter-insurgency role on many occasions.

It argues that India does not seek hegemony in South Asia; instead it acts to protect its nation-building efforts from similar problems faced by neighbouring countries. The path-breaking contribution is the author’s thesis that there have been three local Revolutions in Military Affairs (RMAs) in India, which shaped the course & flow of her history. Each of these RMAs helped to unify India under a great Empire and transformed it from a civilisational entity to a strong empire state. The first was the Mauryan RMA of using War Elephants in mass to generate shock & awe. This politically unified the whole of India and Afghanistan for the first time. The next RMA came with the Mughals who introduced Field Artillery, Muskets and Horsed Cavalry Archers with stirrups and cross bows. The Mughal horsed cavalry and artillery helped spawn the mighty Mughal Empire. The Third RMA came with the British who raised local Infantry Battalions on the European Pattern and drilled them to shoot in disciplined rhythms, to defeat all cavalry charges. This Infantry-based RMA helped establish the British Empire in India. The present Republic is a successor entity of the British Empire. The author has traced the evolution of India’s Strategic Culture to the Arthashastra of Kautilya. The surprise finding is that in the 1971 War – India unconsciously returned to this Kautilyan paradigm of using information dominance, covert war and Shock- Action military campaigns to defeat its adversaries. In the post-independence phase he traces the evolution of India’s war-fighting from the tactical phase of 1947-1962 when India’s capacity was confined to use of 2-3 Divisions alone. The 1965 War saw the graduation to the level of Operational Art, wherein 12 Divisions and a bulk of the Indian Air Force (IAF) saw active combat. The apogee came in 1971 – when India fought a brilliant, Quasi-Total, Tri-Service Campaign that broke Pakistan into two, put 93,000 prisoners of war in the bag and for the first time after the Second World War, created a new nation state with the Force of Arms. He traces the impact of nuclearisation on South Asia and prognosticates about the Future. The time has come, he asserts, for India to create a Fourth RMA in South Asia; and decisively shape outcomes. For this, economic power must be rapidly converted into usable military power. India must field dominant war fighting capabilities in South Asia.
