Book excerpt: This study analyzes the Arizona policy of utilizing a single assessment of English proficiency to determine if students should be exited from the ELL program, which is ostensibly designed to make it possible for them to succeed in the mainstream classroom without any further language support. The study examines the predictive validity of this assessment instrument on ELLs' performance on state required academic achievement tests at three grade levels. It finds that at subsequent grade levels after redesignation, the "one-test" AZELLA becomes less predictive of academic achievement, That is, the test over predicts student achievement, suggesting that many students may be under-served due to their scores the test. This finding calls into question Arizona's "one-test" procedure for redesignating ELLs to a non-service category. Given the large and increasing size of the ELL student population in Arizona, the current focus on testing and accountability, and the documented problems in current assessment practices, improvement in instruments and procedures is critical. These improvements are necessary at all phases of the assessment process, but as this study indicates, the present policy is likely denying services these students need and violating the rights of these students to an equal educational opportunity. Book excerpt: Arizona's English Language Development Model (ELD Model) is intended to increase and accelerate the learning of English by English Language Learners (ELLs), so that the students can then be ready, when they know the English language, to learn the other academic subjects together with their English speaking peers. This model is part of a response to comply with the Flores Consent Order to improve services for ELLs in Arizona public schools. Whether or not it actually has improved instruction for ELLs has been the subject of much debate and, in 2012, after four years of the requirement to use Arizona's ELD Model, the ELL students who were identified as reclassified for the six districts in the study did not pass the Arizona's Instrument to Measure Standards (AIMS) test. The model's requirement to separate students who are not proficient from students who are proficient, the assessment used for identification of ELLs, and the Structured English Immersion four hours of English only instruction are at the nexus of the controversy, as the courts accepted the separate four hour SEI portion of the model for instruction as sufficient to meet the needs of ELLs in Arizona (Garcia, 2011, Martinez, 2012, Lawton, 2012, Lillie, 2012). This study examines student achievement in Reading and Math as measured by AIMS standards-based tests in six urban K-8 public school districts between 2007-2012. This period was selected to cover two years before and four years after the ELD model was required. Although the numbers of ELLs have decreased for the State and for the six urban elementary districts since the advent of the Arizona ELD Model, the reclassified ELL subgroup in the studied districts did not pass the AIMS for all the years in the study. Based on those results, this study concludes with the following recommendations. First, to study the coming changes in the language assessments and their impact on ELLs' student achievement in broad and comprehensive ways; second, to implement a model change allowing school districts to support their ELLs in their first language; and, finally, to establish programs that will allow ELLs full access to study with their English speaking peers.

Book excerpt: The Arizona English-Language Learner Assessment (AZELLA) is the backbone of Arizona's new English-language learner (ELL) policy in that it is used to assess students' English-language proficiency in order to place them into groups for English-language instruction and to determine when they have become proficient in English. This paper evaluates a central claim for this assessment--namely, that it is unidimensional--and the implications of the dimensionality of an assessment for practice. Unidimensionality is critical since it is required for Rasch scaling and item response theory (IRT) which are used to array individuals along a single scale that measures English-language proficiency. If AZELLA is not unidimensional, then this ranking process and the programmatic consequences that flow from it would not be valid. It is concluded that AZELLA is not sufficiently unidimensional for its present use, but that it could be used for tailoring English-language programs related to individuals' distinctive skills in listening, speaking, reading, and writing English. Book excerpt: As the United States continues to be a nation of immigrants and their children, the nation's school systems face increased enrollments of students whose primary language is not English. With the 2001 reauthorization of the Elementary and Secondary Education Act (ESEA) in the No Child Left Behind Act (NCLB), the allocation of federal funds for programs to assist these students to be proficient in English became formula-based: 80 percent on the basis of the population of children with limited English proficiency1 and 20 percent on the basis of the population of recently immigrated children and youth. Title III of NCLB directs the U.S. Department of Education to allocate funds on the basis of the more accurate of two allowable data sources: the number of students reported to the federal government by each state education agency or data from the American Community Survey (ACS). The department determined that the ACS estimates are more accurate, and since 2005, those data have been basis for the federal distribution of Title III funds. Subsequently, analyses of the two data sources have raised concerns about that decision, especially because the two allowable data sources would allocate quite different amounts to the states. In addition, while shortcomings were noted in the data provided by the states, the ACS estimates were shown to fluctuate between years, causing concern among the states about the unpredictability and unevenness of program funding. In this context, the U.S. Department of Education commissioned the National Research Council to address the accuracy of the estimates from the two data sources and the factors that influence the estimates. The resulting book also considers means of increasing the accuracy of the data sources or alternative data sources that could be used for allocation purposes.
