Book excerpt: Previous research performed in the context of the former European Data Portal explored concepts, methods and architectures to make (open) data portals sustainable. They helped bring about a paradigm shift in the open data community, namely a shift away from understanding portals primarily as a means to publish and discover data and towards rethinking of portals as sources of added-value content and resources that facilitate data reuse and foster data communities. This report is the first in a series. The series will build on this previous work and focus both on the value of the data and metadata that the data.europa.eu portal holds and on the value of other resources available on the portal (e.g. documentation in the form of reports and publications, tools and data stories). To provide such an analysis, we are developing methods (including computational methods, also known as software prototypes) to: • assess the value of datasets and their related resources by studying their presence on other digital platforms, tools and applications that are commonly used by data communities; • add value to datasets and resources by recommending other related datasets and resources and enriching their content to make it easier to use in downstream applications (e.g. in machine learning).

Book excerpt: In the context of the continuous advance of information technologies and biomedicine, and of the creation of economic blocs, this work analyzes the role that data protection plays in the integration of markets. It puts special emphasis on financial and insurance services. Further, it identifies the differences in the data protection systems of EU member states and examines the development of common standards and principles of data protection that could help build a data protection model for Mercosur. Divided into four parts, the book starts out with a discussion of the evolution of the right to privacy, focusing on the last few decades, and taking into account the development of new technologies. The second part discusses the interaction between data protection and specific industries that serve as case studies: insurance, banking and credit reporting. The focus of this part is on generalization and discrimination, adverse selection and the processing of sensitive and genetic data. The third part of the book presents an analysis of the legislation of three EU Member States (France, Italy and UK). Specific elements of analysis that are compared are the concepts of personal and anonymous data, data protection principles, the role of the data protection authorities, the role of the data protection officer, data subjects’ rights, the processing of sensitive data, the processing of genetic data and the experience of the case studies in processing data. The book concludes with the proposal of a model for data protection that could be adopted by Mercosur, taking into account the different levels of data protection that exist in its member states.

This is the seventh consecutive annual report by data.europa.eu (formerly conducted by the European Data Portal). This report aims to support countries to better understand their level of maturity, to capture their progress over time, to find areas for improvement, and benchmark this against other countries. Additionally, the study provides an overview of best practices implemented across Europe that could be transferred to other national and local contexts. The assessment measures maturity against four open data dimensions: Policy: focusing on countries' open data policies and strategies Impact: looking into the activities to monitor and measure open data re-use Portal: assessing portal functions and features that enable users to access open data via the national portal and support interaction within the open data community Quality: focusing on mechanisms that ensure the quality of the (meta)data Three trends found during the assessment are highlighted below: the transposing of the Open Data Directive into national law, the more prominent focus on measuring open data impact, and the continued value creation of the COVID-19 pandemic. Afterwards, the overall ranking, country clustering, and developments per dimension are summarised.

Book excerpt: This is the second and final report about citizen-generated data (CGD) and open governmental data portals (OGDPs). In the first report (Corcho, Jiménez, Morote, & Simperl, 2022)a literature review was undertaken to define CGD and its main attributes. National and local OGDPs that are in the scope of data.europa.eu were then analysed to see what CGD datasets they already publish. The analysis was summarised in 10 findings, accompanied by 10 recommendations. The current report starts where the previous left off. To add context to the original findings and recommendations, the authors undertook a mixed methods study with three parts: (1) interviews with representatives of key stakeholder groups in the CGD space; (2) a system analysis of five OGDPs that came out on top in the previous report with respect to the number of CGD datasets published; and (3) a system analysis of national citizen-science portals (CSPs) to find additional CGD datasets that OGDPs could consider adding to their catalogues.
