The contribution to the risk of package misclosure and degradation during normal transport was also considered. The results of the risk assessment have been related to a time in the mid-1980's, when it is projected that nuclear plants with an electrical generating capacity of 100 GW will be operating in the U.S. For shipments from reactors to interim storage facilities, it is estimated that a truck carrying spent fuel will be involved in an accident that would not be severe enough to result in a release of spent fuel material about once in 1.1 years. It was estimated that an accident that could result in a small release of radioactive material (primarily contaminated cooling water) would occur once in about 40 years. The frequency of an accident resulting in one or more latent cancer fatalities from release of radioactive materials during a truck shipment of spent fuel to interim storage was estimated to be once in 41,000 years. No accidents were found that would result in acute fatalities from releases of radioactive material. The risk for spent fuel shipments from reactors to reprocessing plants was found to be about 20% less than the risk for shipments to interim storage. Although the average shipment distance for the reprocessing case is larger, the risk is somewhat lower because the shipping routes, on average, are through less populated sections of the country. The total risk from transporting 180-day cooled spent fuel by truck in the reference year is 4.5 x 10−5 fatalities. An individual in the population at risk would have one chance in 6 x 1011 of suffering a latent cancer fatality from a release of radioactive material from a truck carrying spent fuel in the reference year. However, there are a number of challenges that must be addressed before large-quantity shipping programs can be implemented successfully. Among these are managing "social" risks. The report does not provide an examination of the security of shipments against malevolent acts but recommends that such an examination be carried out.

Book excerpt: The risk methodology used to evaluate the risk in shipping spent fuel includes: 1) a description of the spent fuel transport system, 2) identification of potential release sequences, 3) evaluation of the probabilities and consequences of the releases, and 4) calculation and assessment of the risk. The system description includes projected industry characteristics, amounts to be shipped, shipping package descriptions, material characteristics, transport mode, transport routes used and weather and population distribution information. Release sequences are identified by fault tree analysis tehniques. Releases are evaluated using package failure data, normal transport and transport accident environment data and mathematical models for material dispersion and resultant health effects. This information is combined to calculate the shipping system risk which is compared to other known risks. The data may be further analyzed to determine the primary contributors to the risk and identify possible methods for reducing the risk, if the current risk level is judged by society to be unacceptable.

Book excerpt: The Yucca Mountain Draft Environmental Impact Statement (DEIS) analysis addressed the potential for transporting spent nuclear fuel and high-level radioactive waste from 77 origins for 34 types of spent fuel and high-level radioactive waste, 49,914 legal weight truck shipments, and 10,911 rail shipments. The analysis evaluated transportation over 59,250 unique shipment links for travel outside Nevada (shipment segments in urban, suburban or rural zones by state), and 22,611 links in Nevada. In addition, the analysis modeled the behavior of 41 isotopes, 1091 source terms, and used 8850 food transfer factors (distinct factors by isotope for each state). The analysis also used mode-specific accident rates for legal weight truck, rail, and heavy haul truck by state, and barge by waterway. This complex mix of data and information required an innovative approach to assess the transportation impacts. The approach employed a Microsoft{reg_sign} Access database tool that incorporated data from many sources, including unit risk factors calculated using the RADTRAN IV transportation risk assessment computer program. Using Microsoft{reg_sign} Access, the analysts organized data (such as state-specific accident and fatality rates) into tables and developed queries to obtain the overall transportation impacts. Queries are instructions to the database describing how to use data contained in the database tables. While a query might be applied to thousands of table entries, there is only one sequence of queries that is used to calculate a particular transportation impact. For example, the incident-free dose to off-link populations in a state is calculated by a query that uses route segment lengths for each route in a state that could be used by shipments, populations for each segment, number of shipments on each segment, and an incident-free unit risk factor calculated using RADTRAN IV. In addition to providing a method for using large volumes of data in the calculations, the queries provide a straight-forward means used to verify results. Another advantage of using the MS Access database was the ability to develop query hierarchies using nested queries. Calculations were broken into a series of steps, each step represented by a query. For example, the first query might calculate the number of shipment kilometers traveled through urban, rural and suburban zones for all states. Subsequent queries could join the shipment kilometers query results with another table containing unit risk factors calculated using RADTRAN IV to produce radiological impacts. Through the use of queries, impacts by origin, mode, fuel type or many other parameters can be obtained. The paper will show both the flexibility of the assessment tool and the ease it provides for verifying results.

There has been a great deal of publicized concern over the hazard of shipments of radiological materials in recent years due to the proposed Yucca Mountain repository. This concern over the radiological material transport is commonly based on a public perception of extreme fear or dread associated with radiological material. The goal of this work is to provide some insight into the practical understanding and relative significance of the risk values presented in a transportation risk assessment. This will be achieved by performing a transportation risk assessment for shipment of spent nuclear fuel, by both truck and rail, for four specific routes. An investigative analysis into the possibility of a successful sabotage attack will also be performed. Finally, a comparison between the transportation and sabotage analysis results will be made to the transportation of other materials. This will include comparison against transport of hazardous chemicals and gases, transport of materials used in the production of electricity, and a comparison against previous work on a potential radiological dispersal device. This work will show that the transportation risk presented by shipment of spent nuclear fuel is comparable to or less than other hazardous materials. This work will also demonstrate that the transportation risk is less for spent nuclear fuel than for other electrical power producing materials.

Book excerpt: In summary, on the basis of calculated estimates, tests and accident statistics, the transport of spent nuclear fuel by whatever means has been shown to represent an infinitesimally small risk to the public, wherever they may be located enroute. This conclusion is based on three points (1) the probability of an accident involving spent fuel is small, (2) the probability that this hypothetical accident releases radioactive materials is even smaller and (3) the public-health consequences of such a release are trivial. It hardly seems to warrant the extensive assessment that it has received. If the risk to the public is of concern, this attention and analysis might have been more profitably spent on the improvement of the safety of the transport of a wide variety of other hazardous substances, which at present are given little if any prior scrutiny.

Book excerpt: The risks associated with the transport of spent nuclear fuel by truck and rail have been reexamined and compared to results published in NUREG-O170 and the Modal Study. The full reexamination considered transport of PWR and BWR spent fuel by truck and rail in four generic Type B spent fuel casks. Because they are typical, this paper presents results only for transport of PWR spent fuel in steel-lead steel casks. Cask and spent fuel response to collision impacts and fires were evaluated by performing three-dimensional finite element and one-dimensional heat transport calculations. Accident release fractions were developed by critical review of literature data. Accident severity fractions were developed from Modal Study truck and rail accident event trees, modified to reflect the frequency of occurrence of hard and soft rock wayside route surfaces as determined by analysis of geographic data. Incident-free population doses and the population dose risks associated with the accidents that might occur during transport were calculated using the RADTRAN 5 transportation risk code. The calculated incident-free doses were compared to those published in NUREG-O170. The calculated accident dose risks were compared to dose risks calculated using NUREG-0170 and Modal Study accident source terms. The comparisons demonstrated that both of these studies made a number of very conservative assumptions about spent fuel and cask response to accident conditions, which caused their estimates of accident source terms, accident frequencies, and accident consequences to also be very conservative. The results of this study and the previous studies demonstrate that the risks associated with the shipment of spent fuel by truck or rail are very small.

The Nuclear Regulatory Commission (NRC) currently certifies spent nuclear fuel rail cask designs based primarily on numerical modeling of hypothetical accident conditions augmented with some small scale testing. However, NRC initiated a Package Performance Study (PPS) in 2001 to examine the response of full-scale rail casks in extreme transportation accidents. The objectives of PPS were to demonstrate the safety of transportation casks and to provide high-fidelity data for validating the modeling. Although work on the PPS eventually stopped, the Blue Ribbon Commission on America's Nuclear Future recommended in 2012 that the test plans be re-examined. This recommendation was in recognition of substantial public feedback calling for a full-scale severe accident test of a rail cask to verify evaluations by NRC, which find that risk from the transport of spent fuel in certified casks is extremely low. This report, which serves as the re-assessment, provides a summary of the history of the PPS planning, identifies the objectives and technical issues that drove the scope of the PPS, and presents a possible path for moving forward in planning to conduct a full-scale cask test. Because full-scale testing is expensive, the value of such testing on public perceptions and public acceptance is important. Consequently, the path forward starts with a public perception component followed by two additional components: accident simulation and first responder training. The proposed path forward presents a series of study options with several points where the package performance study could be redirected if warranted.
