Book excerpt: Rock falls can cause delays, damage, injury, and death to highway users. In 1982, a rock fell on a vehicle in the Argilite Cut on British Columbia (B.C.) Highway 99 killing a woman and disabling her father. The father successfully sued the provincial Ministry of Transportation and Highways for damages. The Supreme Court of Canada found that the Ministry could readily foresee the risk that harm might befall users of the highway if it were not reasonably maintained and that maintenance could be found to extend to the prevention of injury from falling rock. A risk analysis methodology can assess the probability of loss of life due to rock fall. Rock fall impact-mark mapping supplemented by documented rock fall records was used to establish a rock fall frequency. The risk of rock fall on this highway in 1982 can be compared with accepted societal risks. For the Argillite Cut, the probabilities of death of a one time user and a daily commuter on the highway were 6 X 10-8 and 3X10-5 per year, respectively. The annual probability of a rock fall causing a death in the exposed population was 8 X 10-2 in the Argillite Cut. This was higher than the level of risk now commonly accepted in some industries and large engineering projects.

Book excerpt: This research project is directed at developing and demonstrating a system for cost effectively evaluating and prioritizing highway rockfall hazards statewide. This pilot study produced a prototype computer-based highway rockfall hazard ranking system - "CRASH", which can be used to identify those areas of the state's highway system which have the highest incidences of rockfall accidents, as well as any area which has had a reported rockfall accident since 1976. The existing Oregon rockfall hazard ranking system (ODOT system) was selected and studied to determine if it addressed the varied geologic as well as physical rockfall situations in Colorado. This system was adapted to suit the requirements of our prototype hazard ranking scheme. Implementation of the Highway Rockfall Hazard Evaluation system was demonstrated on five pre-selected areas. The mile in each area with the highest number of reported rockfall accidents, as determined by "CRASH", was ranked using the ODOT system

Landslides in the United States result in an estimated average of 25 to 50 deaths annually and cost $1 to 3 billion per year. In addition to direct losses, landslides also cause significant environmental damage and societal disruption. Partnerships for Reducing Landslide Risk reviews the U.S. Geological Survey's (USGS)National Landslide Hazards Mitigation Strategy, which was created in response to a congressional directive for a national approach to reducing losses from landslides. Components of the strategy include basic research activities, improved public policy measures, and enhanced mitigation of landslides. This report commends the USGS for creating a national approach based on partnerships with federal, state, local, and non-governmental entities, and finds that the plan components are the essential elements of a national strategy. Partnerships for Reducing Landslide Risk recommends that the plan should promote the use of risk analysis techniques, and should play a vital role in evaluating methods, setting standards, and advancing procedures and guidelines for landslide hazard maps and assessments. This report suggests that substantially increased funding will be required to implement a national landslide mitigation program, and that as part of a 10-year program the funding mix should transition from research and guideline development to partnership-based implementation of loss reduction measures.
