This Second Interim Technical Report documents the results of Phase II. This Phase II effort was directed toward defining three TRADOC functional and management PDSS systems. The first of these systems, the Baseline System, was developed from information gathered and analyzed during Phase I. The description of this system identifies currently-authorized resources, and also projects resource requirements needed to accomplish future PDSS using the present macro- and BFA-level structure. Next, a Theoretical System, unconstrained by resources, is described which would accommodate all identified Combat developer PDSS-related functions. Finally, a Hybrid System is developed recognizing the realities of current organizational structures and their function responsibilities.

The purpose of the workshop was to review Post Development Software Support (PDSS) activities for mission critical computer resources within the joint logistics commands and to make specific recommendations for uniform JLC policy relevant to PDSS life cycle support issues. Panels at the workshop addressed the issues of: 1) criteria for government/industry workforce mix, 2) independent verification and validation of computer software, 3) cost of present and future ownership of mission critical computer resources, 4) uniform software support environments, 5) policy manual for managing software change processing, and 6) configuration management requirements. This volume presents a summary of objectives, findings, conclusions and recommendations of the six workshop panels. Volume II of this report presents the workshop proceedings which provide the details of the workshop organization, summaries of guest speaker presentations, and the complete panel reports for all six of the workshop study groups. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."
