The report discusses policies, procedures, and methodologies for software testing during post-deployment support of weapon systems. Comments on a draft of the report were considered in preparing this final report. Post-deployment software support (PDSS) organizations (commonly referred to within DoD as PDSS activities) modify weapon system software after delivery to correct errors, improve performance, or adapt to a changed operational or mission requirement. The DoD spent an estimated $21.7 billion in FY 1993 for post-deployment software support of weapon systems. Because software errors can cause a system to fail, possibly with life-threatening consequences, weapon system software should be thoroughly tested before being released. DoD management of software development as been the subject of numerous audits and reviews; however, none of the audits or reviews have focused on software testing of weapon systems during post-deployment support.

Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. Other topics cover policy toward Latin America Africa, China, and Southeast Asia. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. Book excerpt: Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."

Participating in research projects entails many benefits for students, including the onboarding of new teaching methods and strategies, becoming a reflective practitioner, engaging in a different model of professional learning, learning how to behave like a researcher, improving writing skills, and pursuing further degrees. Collaboration between faculty members and students (often teacher or pre-service teacher researchers) is critical (Brew, 2013; Johnson, 2000; Ries, 2018).Strickland (1988) posits that teacher researchers need to be engaged in every step of the research process and allowed to take ownership of the work. It should be thought of as helping to create lifelong researchers, for "if students are properly trained, prepared, and supervised, the student-faculty collaboration can be a memorable and successful experience. It may even inspire the career goal of a future professor or two" (Fenn, 2010, p. 259). The call for proposals asked for empirical, conceptual and theoretical contributions to the area of research conducted by students. Personal Perspectives and Research Focus of students include the following categories: Culture, International Students, Men of Color, Teaching, Doctoral Students, Latino/a Culture, STEM, LBGTQ, Policy and Administration, Student Faculty, and Curriculum.The intended audience for this yearbook includes educators, decision-makers, policymakers, and leaders within faculty and student development programs as well as international student departments. A call for proposals was issued to a variety of universities and professional organizations. Two hundred and sixty-four articles from a total of 217 authors representing 72 universities were submitted. Those blinded articles were distributed to a panel of reviewers. Each article was seen by two reviewers and the editors of the yearbook. The editorial team selected 21 articles for inclusion in this yearbook.
