Book excerpt: Offshore oil exploration and production operators in high latitude regions recognize icing as a seasonal challenge. Icing is often accepted as an inconvenience, but that tolerance can rapidly become a safety hazard that requires solutions. This report evaluates the superstructure and atmospheric icing hazard on offshore platforms and supply boats with location and operation on the structure. It also explains the potential impact of icing on these locations and operations by icing type: sea spray, snow, glaze, rime, frost, and sleet. Fourteen ice protection technology categories are identified for anti-icing, deicing, and ice detection. These technologies include chemicals, icephobic coatings, structure design, expulsive techniques, heat, high-volume water, air and steam, infrared energy, manual deicing, piezoelectric methods, pneumatic boots, vibration and covers, and as separate categories windows, cables, and ice detection methods. Each technology category is described with regard to products available, current use, engineering design, technology readiness levels, capability at the current level of development for the marine environment, possible use in the marine environment to improve safety, and indications of development necessary to transfer the technology to offshore use. Examples of technology sources are also provided. Suggestions are made with regard to the application of technologies to solve icing safety threats on platforms and supply boats. Technology readiness levels are also summarized. The goal is to provide a technology resource for offshore oil and production operators with icing-related safety requirements.

Book excerpt: Superstructure sea spray icing and atmospheric icing from snow, freezing rain, freezing drizzle, rime, sleet, and frost reduce the safety of offshore platform and supply boat operations. Though icing reduces safety and reduces operational efficiency, it has not caused the loss of offshore platforms. Supply boats are at greater risk of loss from icing than are platforms. Platforms operating in cold regions are protected primarily by designs that reduce ice accretion, coupled with the selective use of heat. A variety of deicing and anti-icing technologies have been tested on offshore platforms and boats, but with little overall success. New technologies and modern versions of old technologies, now used successfully in aviation, the electric power industry, and on transportation systems in general, may be transferable to the offshore environment. Fifteen classes of deicing and anti-icing technologies are identified, explained, and reviewed, as are numerous ice detection technologies for controlling deicing and anti-icing systems. These technologies are the population from which new marine ice protection systems may be selected.

Book excerpt: This report recommends that the Bureau of Safety and Environmental Enforcement (BSEE) take a holistic approach to evaluating the effectiveness offshore oil and the Safety and Environmental Management Systems (SEMS) programs of gas industry operators. According to the report, this approach should, at a minimum, include inspections, audits by the operator and BSEE, key performance indicators, and a whistleblower program. SEMS is a safety management system (SMS) aimed at shifting from a completely prescriptive regulatory approach to one that is proactive, risk based, and goal oriented in an attempt to improve safety and reduce the likelihood that events similar to the April 2010 Macondo incident will reoccur. According to the committee that produced the report, it is not possible for a regulator to create a culture of safety in an organization by inspection or audit; that culture needs to come from within the organization. To be successful, the tenets of SEMS must be fully acknowledged and accepted by workers, motivated from the top, and supported throughout the organization and must drive worker actions. The report also notes that BSEE can encourage and aid industry in development of a culture of safety by the way it measures and enforces SEMS. The committee believes BSEE should seize this opportunity to make a step change in safety culture by adopting a goal based holistic approach to evaluating the effectiveness of SEMS programs. In recommending a holistic approach to evaluating the effectiveness of SEMS programs, the report explores in detail the role of SEMS in helping to develop a culture of safety, highlights the pros and cons of various methods of assessing the effectiveness of a SEMS program, and investigates existing approaches for assessing the SMS programs of various U.S. and international regulatory agencies whose safety mandates are similar to that of BSEE.

In response to this concern, the Minerals Management Service (MMS) requested in June 1982 that the Marine Board provide an analysis of OCS safety information systems, including the types of information to be collected, analytical processes for utilizing data, and techniques for maximizing compatibility with other information systems. The Commission on Engineering and Technical Systems of the National Research Council convened the Committee on OCS Safety Information and Analysis under its Marine Board. Members of the committee were selected for their experience in risk analysis, system safety, marine industrial safety, OCS industrial safety programs, OCS regulations and industrial compliance strategies, protection of the marine environment, and the environment of the heavy industrial workplace.
