Assessments were accomplished through literature review, evaluating existing data, and collection of new data for areas where sufficient, reliable data was not available. Information gained from this assessment will help form the basis for development of actions to mitigate degradation of HAFO's natural resources and assist in the development of desired future conditions through Park management processes. Additionally, an overall description of HAFO natural resources and their history, condition, threats, and stressors are presented throughout this document followed by a summary and management recommendations. All management practices structured toward attaining Proper Functioning Conditions within natural ecosystems will aid NPS resource managers in accomplishing their goals of conservation for future generations.

Book excerpt: In accordance with National Park Service requirements, staff with the Missouri Resource Assessment Partnership and the Heartland Inventory and Monitoring Network conducted a natural resource condition assessment (NRCA) for Pea Ridge National Military Park (PERI). NRCA's are intended to provide a synthesized assessment of current conditions in the park. The NCRA for PERI builds on methods developed for a similar effort for Effigy Mounds National Monument. Basic elements of the methodology include (1) reliance on a framework of essential ecological attributes provided by the Environmental Protection agency, (2) development of a list of resource types, indicators, and attributes for assessment, and (3) application of assessments by reporting unit, including park wide, major terrestrial landscapes types, and major streams and tributaries. Current condition was assigned to indicators based on contemporary data and management targets were defined based on best available information, which ranged from quantitative sampling data to expert opinion.

Assessment of the natural resources was accomplished by conducting literature reviews, evaluating existing data, and collection of new data. The CIRO was created November 18, 1988, by Public Law 100-696, Arizona-Idaho Conservation Act of 1988. This act drew a 22 mile boundary around lands owned or managed by the USDA Forest Service (USFS), Bureau of Land Management (BLM), Idaho Department of Parks and Recreation (IDPR), and private individuals. After the approval of the 1994 City of Rocks National Reserve Comprehensive Management Plan, the Park Service officially transferred on-site management of the reserve to IDPR on May 2, 1996.

Book excerpt: The responsible management of natural resources for present-day needs and future generations requires integrated approaches that are place-based, embrace systems thinking, and incorporate the social, economic, and environmental considerations of sustainability. Landscape-scale analysis takes this holistic view by focusing on the spatial scales most appropriate for the resource types and values being managed. Landscape-scale analysis involves assessing landscape features in relation to a group of influencing factors such as land use change, hydrologic changes or other disturbances, topography, and historical vegetation conditions. As such, different types of data and multiple disciplines may be required for landscape analysis, depending on the question of interest and scale of analysis. Multi-resource analysis (MRA) is an approach to landscape-scale analysis that integrates information among multiple natural resources, including ecosystem services, and is designed to evaluate impacts and tradeoffs between development and conservation at landscape scales to inform public resource managers. This approach implicitly addresses social, economic, and ecological functional relationships; for example, actions to realize the benefits of one type of natural resource (e.g., minerals, oil, and gas) may influence behavior and potential benefits related to other types of natural resources (e.g., recreational opportunities). In June 2015, the National Academies of Sciences, Engineering, and Medicine convened a workshop on using landscape-based approaches and MRA to better inform federal decision making for the sustainable management of natural resources. Participants discussed knowledge gaps and priority areas for research and presentations of case studies of approaches that have been used to effectively integrate landscape-based approaches and MRA into practice. This report summarizes the presentations and discussions from the workshop.

Book excerpt: The mission of the National Park Service is “to conserve unimpaired the natural and cultural resources and values of the national park system for the enjoyment of this and future generations” (National Park Service 1999) To uphold this goal, the Director of the NPS approved the Natural Resource Challenge to encourage national parks to focus on the preservation of the nation's natural heritage through science, natural resource inventories, and expanded resource monitoring (National Park Service 1999). Through the challenge, 270 parks in the national park system were organized into 32 inventory and monitoring networks. The Upper Columbia Basin Network (UCBN) consists of nine widely separated NPS units located in western Montana, Idaho, eastern Washington, and central Oregon. Parks of the Upper Columbia Basin Network include: Big Hole National Battlefield (BIHO), City of Rocks National Reserve (CIRO), Craters of the Moon National Monument and Preserve (CRMO), Hagerman Fossil Beds National Monument (HAFO), John Day Fossil Beds National Monument (JODA), Lake Roosevelt National Recreation Area (LARO), Minidoka Internment National Monument (MIIN), Nez Perce National Historical Park (NEPE), and Whitman Mission National Historic Site (WHMI). As part of the Natural Resource Challenge, the NPS Water Resources Division received an increase in funding to assess natural resource conditions in national park units. Management oversight and technical support for this effort is provided by the division's Watershed Condition Assessment (WCA) Program. The WCA Program partnered with the Pacific West Region to fund and oversee an assessment at each park in the Upper Columbia Basin Network (UCBN). This report documents the results of the Natural Resource Condition Assessment (NRCA) completed for Whitman Mission National Historic Site (WHMI).
