Book excerpt: Five years into the ongoing and tragic conflict, the paper analyzes how Syria’s economy and its people have been affected and outlines the challenges in rebuilding the economy. With extreme limitations on information, the findings of the paper are subject to an extraordinary degree of uncertainty. The key messages are: (1) that the devastating civil war has set the country back decades in terms of economic, social and human development. Syria’s GDP today is less than half of what it was before the war started and it could take two decades or more for Syria to return to its pre-conflict GDP levels; and that (2) while reconstructing damaged physical infrastructure will be a monumental task, rebuilding Syria’s human and social capital will be an even greater and lasting challenge.

Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

Book excerpt: Most observers did not expect the Arab spring to spread to Syria, for a number of seemingly good reasons. Yet, with amazing rapidity, massive and unprecedented anti-regime mobilization took place, which put the regime very much on the defensive; what began as the Syrian Uprising in March 2011 has evolved into one of the world’s most damaging and protracted conflicts. Despite over six years having passed since the inception of the Syrian Uprising, this phenomenon remains difficult to fully grasp, both in terms of underlying forces and long-term implications. This book presents a snapshot of how the Uprising developed in roughly the first two to three years (2011–2013) and addresses key questions regarding the domestic origins of the Uprising and its early trajectory. Firstly, what were the causes of the conflict, both in terms of structure (contradictions and crisis within the pre-Uprising order) and agency (choices of the actors)? Why did the Uprising not lead to democratization and instead descend into violent civil war with a sectarian dimension? It was the physical manifestation of more than a decade of new media diffusion, use, and experimentation that empowered ordinary people during their everyday lives. In this book, Billie Jeanne Brownlee offers a refreshing insight into the way new media can facilitate a culture of resistance and dissent in authoritarian states. Investigating the root causes of the Syrian uprising of 2011, New Media and Revolution shows how acts of online resistance prepared the ground for better-organised street mobilisation. The book interprets the uprising not as the start of Syria's social mobilisation but as a shift from online to offline contestation, and from localised and hidden practices of digital dissent to tangible mass street protests. Brownlee goes beyond the common dichotomy that frames new media as either a deus ex machina or a means of expression to demonstrate that, in Syria, media was a nontraditional institution that enabled resistance to digitally manifest and gestate below, within, and parallel to formal institutions of power.
