Book excerpt: Paraguay has achieved strong and resilient growth and made progress across a range of development outcomes since it emerged from a prolonged period of economic and political instability in the early 2000s. In 2014, the country adopted its first National Development Plan, setting course towards an ambitious vision of the country’s future. To maintain the pace of economic growth and achieve more inclusive development Paraguay will need to overcome a number of institutional, economic and social constraints that challenge its development model. This first volume of the Multi-dimensional Review of Paraguay analyses the country’s development performance and presents the main constraints to the country’s development. It examines five broad areas, corresponding to the key areas of the Sustainable Development Goals: prosperity, people’s well-being, planet, peace and institutions, and partnerships and financing.

Book Managing for Development Results

Download or read book Managing for Development Results written by Roberto García López and published by Inter-American Development Bank. This book was released on 2010-01-01 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

Book OECD Development Pathways Multi dimensional Review of Paraguay Volume 3 From Analysis to Action

Download or read book OECD Development Pathways Multi dimensional Review of Paraguay Volume 3 From Analysis to Action written by OECD and published by OECD Publishing. This book was released on 2019-10-01 with total page 135 pages. Available in PDF, EPUB and Kindle. Book excerpt: Paraguay has set itself ambitious development goals for 2030. To achieve them, it will have to tackle two major challenges: buttressing sources of sustainable economic prosperity and putting the country on a more inclusive development path. Progressing towards a more inclusive society will require a broad and vigorous reform agenda. First, the country’s healthcare system requires systemic reform to widen its coverage, reduce Paraguayans’ vulnerability in the face of health risks and increase the efficiency of health service provision. Second, the social protection system needs to overcome its fragmentation and become more effective in delivering the right services and risk management tools to citizens according to their needs. In particular, the pension system requires reforms to increase its coverage and become more equitable and more sustainable.

Book Multi dimensional Review of Paraguay

Download or read book Multi dimensional Review of Paraguay written by OECD and published by Org. for Economic Cooperation & Development. This book was released on 2018 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Having achieved robust economic growth and remarkable macroeconomic stability over the past 15 years, Paraguay has set a course to become not only more prosperous, but also more inclusive by 2030. To deliver on its development ambition, the country will have to overcome a number of crosscutting constraints that limit progress towards widely shared improvements in citizen well-being, as identified in Volume 1 of the review. Putting Paraguay on a more inclusive development path requires co-ordinated actions to increase the capacity of the state to redistribute, to improve the delivery of public services, and to break the persistence of poverty and inequality across generations. This report discusses policy actions and priorities in three critical areas to make Paraguay's development more inclusive. It presents in-depth analysis and recommendations to improve the effectiveness of social protection, the delivery of health services, and the formation of skills for all Paraguayans.

Book Understanding the Determinants of Economic Informality in Paraguay

Download or read book Understanding the Determinants of Economic Informality in Paraguay written by Michael J. Pisani and published by Springer Nature. This book was released on 2019-08-21 with total page 181 pages. Available in PDF, EPUB and Kindle. Book excerpt: For several years, the government of Paraguay has sought to address the issue of informality, both as a response to poverty reduction and a means to expand its tax base. While effort has been undertaken to describe informality, the government lacks the capacity and perhaps the will to analyze the phenomenon through a robust empirical lens. Hence, little is known about the informal economy beyond anecdotes, personal interactions, and description. This book is the first to comprehensively, rigorously, and empirically study the determinants of informality in Paraguay. This book is of vital interest to those studying the Paraguayan economy, development economics, Latin American economics, and informality.

Book Evaluation of UNDP Contribution to Strengthening National Capacities

Download or read book Evaluation of UNDP Contribution to Strengthening National Capacities written by United Nations Development Programme. Evaluation Office and published by UN. This book was released on 2010 with total page 134 pages. Available in PDF, EPUB and Kindle. Book excerpt: As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Of particular importance is rigor in engaging governments in all contexts in addressing the longer term requirements of capacity development -- Publisher's website.
