Available in PDF, EPUB and Kindle. Book excerpt: Pacific Island countries face a range of development challenges, including smallness, distance from major markets and capacity constraints. Regional service delivery, or pooling, has been advocated as a means of addressing these challenges. This article presents the findings from the first comprehensive study of pooling initiatives in the Pacific. It draws on a review of the literature pertaining to 20 pooling initiatives identified in the region and on interviews with stakeholders involved in many of those initiatives. The study finds that experience with pooling among Pacific Island countries has not met the optimistic expectations of advocates, including development partners. This is the result of the challenges inherent in voluntary regionalism, which are exacerbated by the diversity of Pacific Island states and political economy constraints. The article concludes that an incremental approach to expansion of regional service provision in the Pacific is both likely and appropriate given these factors.

Book excerpt: Pacific island countries are highly vulnerable to various natural disasters which are destructive, unpredictable and occur frequently. The frequency and scale of these shocks heightens the importance of medium-term economic and fiscal planning to minimize the adverse impact of disasters on economic development. This paper identifies the intensity of natural disasters for each country in the Pacific based on the distribution of damage and population affected by disasters, and estimates the impact of disasters on economic growth and international trade using a panel regression. The results show that “severe” disasters have a significant and negative impact on economic growth and lead to a deterioration of the fiscal and trade balance. We also find that the negative impact on growth is stronger for more intense disasters. Going further this paper proposes a simple and consistent method to adjust IMF staff’s economic projections and debt sustainability analysis for disaster shocks for the Pacific islands. Better incorporating the economic impact of natural disasters in the medium- and long-term economic planning would help policy makers improve fiscal policy decisions and to be better adapted and prepared for natural disasters.

Governments, regional institutions such as the Pacific Islands Forum Secretariat, and development partners have been trying to find more effective ways to deliver assistance, including helping to strengthen policy and institutional settings. Recent country performance and institutional assessments undertaken by the Asian Development Bank and the World Bank provide some very valuable insights. These assessments are based on a common questionnaire that in turn is based on international development experience and theory. Some "good practices" hold promise and ought to be considered by Pacific governments, regional institutions, and development partners assisting those governments. This policy brief summarizes the practices that appear to have worked. Each Pacific developing member country should apply these practices to their unique social, political, and economic situation. The practices also provide the basis for discussion and improved understanding of alternative---and hopefully better---policies.
