Book excerpt: In Montenegro, United Nations Development Programme (UNDP) focused on the republic's continuing reform efforts. This assessment of Development Results (ADP) reviews the last five years of UNDP's support to Montenegro, from 2001-2005, within the context of its relationship with Serbia and its current and future development challenges. The assessment is based on an evaluation of current and past programmes and extensive stakeholder consultations. It provides an analysis of the extent to which UNDP has positioned itself effectively to identify and respond to national development needs. It also offers an overall assessment of the development results in the areas of post-conflict transition achieved in cooperation with the Government and other development partners.

Book excerpt: A decade of regional warfare during the 1990s, intervention by the North Atlantic Treaty Organization (NATO) and the authoritarian policies of the Milosevic regime left Serbia socially, politically and economically devastated. Serbia became isolated from the international community, and the transition brought a number of costs. The assessment is based on an evaluation of current and past programmes and extensive stakeholder consultations. Nevertheless, the completion of the first phase of the Bar-Boljare Highway (BBH), by the end of 2021, should free up public resources within the budget constraint, that could be used for public investments. In this context, a strengthened public investment management (PIM) framework would contribute to maximize its impact on economic growth.

Although the gap is closing gradually, the standards of living in WB6 are well below those of the OECD and EU. Accelerating the rate of socio-economic convergence will require a holistic and growth oriented approach to policy making. This is the fourth study of the region (formerly under the title 'Competitiveness in South East Europe') and it comprehensively assesses policy reforms in the WB6 economies across 15 policy areas key to strengthening their competitiveness. It enables WB6 economies to compare economic performance against regional peers, as well as EU-OECD good practices and standards, and to design future policies based on rich evidence and actionable policy recommendations. The regional profile presents assessment findings across five policy clusters crucial to accelerating socio-economic convergence of the WB6 by fostering regional co-operation: business environment, skills, infrastructure and connectivity, digital transformation and greening. Economy-specific profiles complement the regional assessment, offering each WB6 economy an in-depth analysis of their policies supporting competitiveness. They also track the implementation of the previous 2021 study's recommendations and provide additional ones tailored to the economies’ evolving challenges. Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

The paper is based on the unique database which reflects the real conditions of the Montenegrin organizations. In the paper is also analyzed report prepared by World Economic Forum (WEF) for 20142015 years about Global Competitiveness Index (GCI) for Montenegro. In accordance with that report and analysis of survey performed in Montenegrin organizations carried out by interview method, authors of the paper tried to give an answer about Capacity for innovation in Montenegro. Based on that analysis we found that Montenegrin organizations are focused on innovation but there still have a lot of spaces for improving in order to achieve higher level of Global Competitiveness Index.

Book excerpt: This Poverty Assessment is the first output of a multi-year program adopted by the World Bank to assist the Governments of Serbia and Montenegro in the development and implementation of their Poverty Reduction Strategies. The program relies on collaboration in joint data production and analysis. Based on data collected in 2002, the report finds that absolute material poverty affects every tenth person in both Serbia and Montenegro. From an historical standpoint, this is a very high incidence. Inequality remained moderate by regional standards, and as a result poverty is shallow. At the same time vulnerability--or exposure to negative shocks and inability to cope with them-- threatens many currently non-poor individuals. At least as many suffer from deprivation in other dimensions of well being, such as health, education, housing, social inclusion or property rights. Material poverty, therefore, is not the only challenge for the Governments. Four factors are most strongly related to poverty: low education attainment; joblessness; the location in rural areas and depressed regions, and the presence of socially disadvantaged members (such as internally displaced persons or Roma). The poor are found to face serious problems of access to public services (health, education, sanitation) and suffer disproportionately from the deterioration in the quality of public service provision. Even though some of the social assistance programs are among the best targeted programs in the region, the social protection system as a whole suffers from large exclusion errors. Given the high level of vulnerability of the population and the shallowness of poverty, a broad-based growth strategy that ensures that the benefits accrue at least proportionately to the poor is central for accelerated poverty reduction. Improvements in the business climate will stimulate private sector growth and feed into employment generation. Growth will increase fiscal revenues to remedy the problems of chronic under funding, while structural and public administration reforms will strengthen the governance and the quality of services provided to the poor. The multidimensional nature of poverty requires concerted and well coordinated action in different sectors. The report is organized in two volumes.
