Book excerpt: The Assessment of Development Results (ADR) is an independent evaluation by the Evaluation Office (EO) which systematically assesses progress of key interventions by the United Nations Development Programme (UNDP) in countries receiving its support. The ADR in Sri Lanka is the seventy-fourth assessment conducted by the EO and the twenty-first conducted within the Asia-Pacific region, and the first such evaluation conducted in Sri Lanka. This ADR was conducted jointly with the Government of Sri Lanka with a view to strengthening the ownership of the evaluation results by national partners, and thereby its credibility and utility. For this purpose, a Joint Management Group (JMG) was set up with participation from both the Government and the EO. The JMG provided oversight to the evaluation which was conducted by an independent national team and guided by a professional evaluation manager from the EO. Through this mechanism, both the Government and the EO ensured that established norms and standards for evaluation, such as independence, impartiality and rigorous methodology, were followed. We believethat this joint approach has helped the evaluation team collect inputs from a broad range of national partners and resulted in a report that is soundly rooted in the national reality making it useful for national partners and UNDP in designing their future engagement with a better sense of UNDP's strategic direction. The evaluation found that UNDP had significantly helped the country overcome major challenges that emerged during the last decade. Today, Sri Lanka is looking at a new development path as a middle income country, and UNDP has been seeking to reposition itself to maintain its relevance in the new context. We therefore believe that the evaluation was very timely. Having provided the opportunity to take stock of what worked, and what did not, in the past decade, the evaluation proposes the mostuseful role UNDP can play in the future.

UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan. Book excerpt: Increased global demand for land posits the need for well-designed country-level land policies to protect long-held rights, facilitate land access and address any constraints that land policy may pose for broader growth. While the implementation of land reforms can be a lengthy process, the need to swiftly identify key land policy challenges and devise responses that allow the monitoring of progress, in a way that minimizes conflicts and supports broader development goals, is clear. The Land Governance Assessment Framework (LGAF) makes a substantive contribution to the land sector by providing a quick and innovative tool to monitor land governance at the country level. The LGAF offers a comprehensive diagnostic tool that covers five main areas for policy intervention: Legal and institutional framework; Land use planning, management and taxation; Management of public land; Public provision of land information; and Dispute resolution and conflict management. The LGAF assesses these areas through a set of detailed indicators that are rated on a scale of pre-coded statements (from lack of good governance to good practice). While land governance can be highly technical in nature and tends to be addressed in a partial and sporadic manner, the LGAF posits a tool for a comprehensive assessment, taking into account the broad range of issues that land governance encompasses, while enabling those unfamiliar with land to grasp its full complexity. The LGAF will make it possible for policymakers to make sense of the technical levels of the land sector, benchmark governance, identify areas that require further attention and monitor progress. It is intended to assist countries in prioritizing reforms in the land sector by providing a holistic diagnostic review that can inform policy dialogue in a clear and targeted manner. In addition to presenting the LGAF tool, this book includes detailed case studies on its implementation in five selected countries: Peru, the Kyrgyz Republic, Ethiopia, Indonesia and Tanzania.

Book excerpt: This Annual Review of Development Effectiveness (ARDE) builds on previous reviews, i.e., the 1998 review, released in a hostile environment of financial crisis, concluded that improvements in project performance cannot be enough, that improvements at a higher plane of program, and country performance should also be present; and, the 1999 review, inscribed within the Comprehensive Development Framework dilemmas, and challenges, identified practices for dealing with those challenges, namely to be based on country commitments to poverty reduction, and sustainable growth. The ARDE 2000 finds that progress was solid on a broad front, but that further progress is likely. Portfolio performance is likely to exceed the Strategic Compact target of seventy five percent satisfactory outcomes; and, sustainability, and institutional development ratings reflect improvements. Though progress is commendable, this review examines four tensions the Bank faces: learning to reconcile client, and corporate priorities; adapting global prescriptions to local conditions; balancing country performance and poverty incidence in allocating its resources; and, achieving efficiency/selectivity, seeking to implement a holistic vision of development. Bank strategies should acknowledge client needs, judicious adaptation to institutional, social, and political fronts should be pursued, and, an approach to poor-performing countries should be addressed.

In contrast, corporations routinely report on both their income and assets to assess their economic health and prospects for the future. Wealth accounts allow countries to take stock of their assets to monitor the sustainability of development, an urgent concern today for all countries. The Changing Wealth of Nations 2018: Building a Sustainable Future covers national wealth for 141 countries over 20 years (1995†“2014) as the sum of produced capital, 19 types of natural capital, net foreign assets, and human capital overall as well as by gender and type of employment. Great progress has been made in estimating wealth since the fi rst volume, Where Is the Wealth of Nations? Measuring Capital for the 21st Century, was published in 2006. New data substantially improve estimates of natural capital, and, for the fi rst time, human capital is measured by using household surveys to estimate lifetime earnings. The Changing Wealth of Nations 2018 begins with a review of global and regional trends in wealth over the past two decades and provides examples of how wealth accounts can be used for the analysis of development patterns. Several chapters discuss the new work on human capital and its application in development policy. The book then tackles elements of natural capital that are not yet fully incorporated in the wealth accounts: air pollution, marine fi sheries, and ecosystems. This book targets policy makers but will engage anyone committed to building a sustainable future for the planet.
