Book excerpt: The evaluation found that UNDP has remained relevant in the changing context of development in Bhutan. A number of factors have contributed to this, including UNDP's responsiveness, flexibility and use of flexible funding modalities. Its alignment with national priorities and trusted relationship with the government have further enabled UNDP to evolve with and respond to national needs. Ensuring government and national ownership is another way that UNDP strives to ensure sustainable results. Further, its cross-sectoral mandate, coordination role among UN partners, global access to high-level technical expertise, and ability to identify and help respond to emerging issues by keeping a finger on the international and national development pulse, have contributed to UNDP's positive image in Bhutan. On the whole, the assessment reveals that UNDP's contributions are in line with intended outcomes.

Book excerpt: The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called "Independent Country Programme Evaluations (ICPEs)", formerly known as "Assessment of Development Results", to capture and demonstrate evaluative evidence of UNDP's contributions to development results at the country level, as well as the effectiveness of UNDP's strategy in facilitating and leveraging national effort for achieving development results. This is the second ICPE for Bhutan conducted in 2017, towards the end of the current UNDP programme cycle of 2014-2018. The first ICPE for Bhutan was conducted in 2007, before the new programme cycle of 2008-2014. The current evaluation results are expected to feed into the development of the new country programme.

Book excerpt: Strengthening local governance with a view to promoting democratic representation, establishing entitlements, and improving the provision of goods and services, can play a critical role in human development. The evaluation concludes that UNDP has not fully capitalized on its comparative advantage in strengthening local governance, and suggests that, in part, this relates to the absence, within UNDP, of a common understanding of and sufficient corporate guidance on strengthening local governance. While there are numerous examples of support to local governance that have been innovative and effective, other initiatives have had limited impact and some have tended to be ad hoc and isolated, rather than systematic and strategic. For UNDP to play a more effective role in strengthening local governance reforms, the evaluation recommends that it should more explicitly and effectively mainstream local governance into all programmatic focus areas by developing a coherent framework that is firmly grounded in the practice of human development. The evaluation also recommends that UNDP should strengthen its partnerships with its associated funds and programmes in order to enhance the effectiveness of its initiatives in local governance -- Publishers website.

The evaluation looked at the range of support provided by UNDP to Uganda in the areas of poverty reduction, sustainable environment democratic governance, and crisis prevention and recovery in a post- conflict and human development context. Uganda has made significant progress in social and economic development in the past two decades and is moving steadily towards sustainable growth and poverty reduction. The evaluation found that UNDP contribution has been significant in terms of responsiveness to national priorities and needs. Amid a competitive aid environment, particularly one predisposed to budget support, UNDP maintained its relevance.

Since an earlier ADR was completed in 2005, this evaluation focused on results achieved in the ongoing country programme cycles, 2006-2011. The evaluation found a strategically well positioned and responsive programme that is aligned with national priorities and promotes United Nations values in the country. It highlighted the support that UNDP provided to democratic elections and disaster risk management but also notes that support in many other areas has produced a significant contribution and has the potential to make a difference to the lives of the people of Bangladesh. Such transformations are often long-term and UNDP commitment to supporting Bangladesh over this time-frame means that it can play a special role in support of development change. The evaluation also identified a number of areas where UNDP needs to address specific challenges including ensuring appropriate national ownership of all its interventions and making greater efforts to ensure the sustainability of the results to which it contributes. Programmatically the evaluation noted that greater attention needs to be paid to environmental challenges that affect the poor and to strategic gender concerns.
