Book excerpt: In Asia, the fisheries sector is important in terms of food security, livelihoods and foreign exchange earnings. However, as in many parts of the world, there are signs that capture fisheries are fully exploited or overfished. Management of fisheries in the region is often hampered by lack of information on the status of fisheries in terms of biological, social, economic, policy and governance aspects. This regional project documents an alarming decline on coastal fishery resources, based on historic research surveys in South and Southeast Asia. Socio-economic analyses and policy reviews highlight the importance of the fisheries sector but also the challenges facing it. Potential interventions to improve fisheries management in the countries are outlined and defined with environmental, socioeconomic and institutional objectives.

Among the findings of the review are: (1) Co-management is associated with positive trends across a range of social, ecological and governance indicators; (2) While overall trends in co-management performance are positive, between years the outcomes experienced by fishers and community members vary substantially between positive experiences and improvements and negative experiences and declines; (3) There is substantial variation in the systems to which co-management is applied and the degrees of inclusion, agency, influence and authority of managing partners; (4) Impacts of co-management on environmental and resource condition, and on the livelihood and economic conditions are determined as much by macro-level drivers of change as by co-management; (5) Initiatives associated with improved or alternative livelihoods were frequent; (6) A history of institutional and policy change created conditions enabling co-management arrangements; (7) Co-management is associated with improvements to representation and inclusion of resource users and beneficiaries; (8) National and international commitments have been made to progress gender equity, women’s empowerment, and socially inclusive processes and outcomes; but substantial challenges remain in meeting them; (9) Co-management is generally associated with higher levels of buy-in and compliance by resource users; (10) Monitoring and evaluation should move towards best practice impact evaluation techniques; (11) Co-management arrangements for fisheries are widespread, diverse, dynamic and supported by a range of institutional structures and organizations.

Book excerpt: Most of the world’s population lives close to the coast and is highly dependent on coastal resources, which are being exploited at unsustainable rates. These resources are being subject to further pressures associated with population increase and the globalization of coastal resource demand. This is particularly so for the Asia-Pacific region which contains almost two thirds of the world’s population and most of the world’s coastal megacities. The region has globally important atmospheric and oceanic phenomena, which affect world climate such as the Asian Monsoon and the El-Niño Southern Oscillation phenomena. The Asia-Pacific region also has highly significant marine diversity but over the last few decades, coastal resources such as mangroves, coral reefs and fisheries have experienced large-scale depletion. The need to find appropriate management solutions to these and other coastal issues is made more complex by the need to take account of international scientific predictions for global climate change and sea-level rise which will further impact on these coasts. The idea for this book arose from a meeting of coastal scientists in Kobe, Japan in May 2003. The meeting was organized by the Asia-Pacific Network for Global Change Research (APN), an inter-governmental network, comprising 21 member countries, for the promotion of global change research and links between science and policy making in the region.

Therefore, tsunamis pose a very serious threat to humanity. The only way for us to face this threat is by increased knowledge so that we can meet future events by efficient warning systems and aid organizations. This book offers extensive and new information on tsunamis; their origin, history, effects, monitoring, hazards assessment and proposed handling with respect to precaution. Only through knowledge do we know how to behave in a wise manner. This book should be a well of tsunami knowledge for a long time, we hope.

Book excerpt: The global fisheries sector in 2023 is now appreciably different compared to that of the 1970s, as are the dominant fish stocks that comprise most of the current global landings, their location and modes of their exploitation. The fisheries of South and Southeast Asia have also changed over this period and alongside their changing nature, there has been the continuous evolution of the tools and the requirements for calculating and presenting global sustainability information. This has transformed ability to assess fish stocks, use data-poor methodologies, assess multispecies fisheries and also take into account some of the complex interactions between target and non-target species and related ecosystem effects. The countries of the South and Southeast Asia region have not reported the status of stocks in a comprehensive manner to FAO and there is a need to understand how to access existing information and also build capacity to assess the fisheries of the region using appropriate tools. This review provides thematic papers on stock assessment approaches and their application to the region. The country analysis describes the data sources and assessment methods currently being applied in national fishery management areas and in smaller regions. The review contains recommendations on the needs for capacity building and how improved regional networking can provide support to the greater understanding and application of new or improved methods of stock assessment in the region.
