This report describes what must be done to improve the information system at hazardous locations. Positive guidance which is an information system matched to the facility characteristics and driver attributes, is based on the premise that a driver can be given sufficient information where he needs it and in the form that he can best use to avoid hazards.

Book excerpt: This assessment was accomplished through a review of previous research efforts and by conducting a survey of over 500 Kansas motorists. 43 signs and pavement markings were evaluated in the survey of Kansas motorists. These traffic control devices consisted of 25 warning signs, 13 regulatory signs, and 5 longitudinal pavement markings. Two self-administered questionnaire-type survey instruments were used in this study. The primary instrument consisted of 43 questions with multiple choice responses. The second survey instrument was a self-administered open-ended questionnaire that required the respondents to record their own explanation of the meaning of each sign.

Book excerpt: Information from driver studies performed during the first year of the project identified several features and conditions that created confusion and anxiety in traversing the work zone. Many of these conditions represented deficiencies in the work zone traffic control from the standpoint of positive guidance principles. This report describes the efforts to tailor the application of positive guidance procedures to work zone traffic control installations reviews. Four key steps, hazard visibility assessment, expectancy violation determination, information load analysis, and information needs specification, are described in the context of traffic control at potentially complex work zones. A methodology is presented for applying these steps in a field review process to be performed as part of the work zone traffic control installation process.
