In Shambayung CF, records indicate there is sufficient timber beyond local use which could be available for sale but lack of a good access road has limited sale of excess timber. The Ziptangzur CFMG is just beginning to collect and sell wild mushroom (Auricularia sp) from CF as well as from the government forest, but income remains quite small. Both Dechen Kinga Choeling CF and Lhapang CF have excess timber that could be sold in the future to generate income but it hasn't done so yet. Lastly, while community forest funds are accumulating income from government fees, only a few low interest loans have been offered to individuals. Community forests in the study sites are valuable for protecting local forest resources from outsiders and meeting local wood needs, but agriculture, especially sale of cash crops such as potatoes, remains the key source of livelihood. Rural poverty alleviation efforts need to focus on both forestry and agriculture, and be particularly careful to coordinate activities between them.

Book excerpt: In the eastern Himalayan Kingdom of Bhutan, culture, society, economy and environment are linked in the development framework of Gross National Happiness (GNH). In this literature review, we highlight the relationships between forests and Bhutan’s development framework and current priorities, identifying plausible causal pathways. Due to the mountainous nature of this country, our particular interest is in the impacts of upstream forest activity on downstream stakeholders. Our hypothetical framework identifies specific causal pathways between forests and the four pillars of GNH (environmental conservation, cultural preservation, equitable socioeconomic development and good governance), and evidence was sought in the published literature to test the hypothesis. While conceptual support for many linkages between forests and each of the pillars was found in the literature, evidential support specifically for Bhutan is limited. The strongest evidence is found for the role of forests in socioeconomic development and good governance, particularly through the community forestry program. To develop incentive programs for forest conservation and restoration, such as payment for ecosystem services and pay-for-performance donor funding, the evidence base needs to be expanded for causal pathways between upstream forest condition and downstream security, particularly for services such as water regulation. The evidence should inform public policy and forest management strategies and practices.

Book excerpt: The study was carried out in the Gaukhureshwor community forests of Kavrepalanchowk district of Nepal. The study focuses at the improvement of rural livelihoods after formation of the community forests. The study analyzed the direct and the indirect benefits derived from the community forests. Major benefits were increased in the supply of fuelwood, leaf-litter, fodder, water supply and other forest products as well as increased in the employment opportunities both regular and seasonal. Above all, significant benefits of the community forests are time saving because daily necessary forest products are easily available nearby settlements from the community forests. So, one does not need to go far for collecting firewood, fodder, leaf-litter and other for daily necessities. In this connection, there was a time saved of 03.625 hours per family per day. This save time can be converted into monetary value which accounts more than twelve thousands Nepalese rupees annually at household level.

A key feature of the nationally organized program is the devolution of forest management and use to local residents who participate in a "Community Forestry Management Groups" (CFMG) for managing nearby community forests (CF) according to rules developed by the Department of Forests. These groups are responsible for developing and implementing community forest management plans that entitle them to use locally valuable forest products (fuel wood, construction timber, mushrooms, bamboo etc). Since 2005, CFMGs have been given the right to sell forest products from their CFs that are not needed locally with the goal that community forestry can contribute to rural poverty alleviation in Bhutan, in addition to sustainable forestry.

Under the overall leadership of José Graziano da Silva, the Former Director-General of FAO, sustainable mountain agriculture development is set as a priority in Asia and the Pacific, to effectively address this issue and assist Member Countries in tackling food insecurity and malnutrition in mountain regions. This comprehensive publication is the first of its kind that focuses on the multidimensional status, challenges, opportunities and solutions of sustainable mountain agriculture development for Zero Hunger in Asia. This publication is building on the ‘International Workshop and Regional Expert Consultation on Mountain Agriculture Development and Food Security and Nutrition Governance’, held by FAO RAP and UIR in November 2018 Beijing, in collaboration with partners from national governments, national agriculture institutes, universities, international organizations and international research institutes. The publication provides analysis with evidence on how mountain agriculture could contribute to satisfying all four dimensions of food security, to transform food systems to be nutrition-sensitive, climate-resilient, economically-viable and locally adaptable. From this food system perspective, the priority should be given to focus on specialty mountain product identification (e.g. Future Smart Food), production, processing, marketing and consumption, which would effectively expose the potential of mountain agriculture to contribute to Zero Hunger and poverty reduction. In addition, eight Asian country case studies not only identify context-specific challenges within biophysical-technical, policy, socio-economic and institutional dimensions.

Bhutan’s conservation strategies and success are largely driven by the strong political will and visionary leadership of His Majesty the King of Bhutan The nation’s Buddhist perspectives regarding a deep and abiding respect for nature; and the strategic enforcement of a wide-ranging stringent set of internal regulations and controls have helped ensure ecological gold standards in Bhutan. Moreover, the country is an active member of the international conservation community by fulfilling its implementation of various Multilateral Environment Agreements. While it emerged into the 21st century as one of the 36 global terrestrial “hotspots” in biological diversity conservation ranks, Bhutan’s sheer commitment with more than 51% of its territory being managed under the explicit status of a protected area network, and more than 70% of the land under forest cover, represents Bhutan’s exemplary dedication to protect the planet despite its smallness in size and economy, and the biological fragility exemplified by its hotspot situation. In the face of imminent severe threats of global warming, Bhutan nonetheless exemplifies the truth that “a small country with a big conservation commitment” can make an enormous contribution to the global community. At the regional level, Bhutan is intent upon protecting the Water Towers of Asia (that glacial expanse of the Himalayas) which is a critical resource bulwark for about one-fifth of the global population downstream in South Asia. Such protections invariably help mitigate climate change by acting as a nation-wide carbon sink through its carbon neutral policies. In short, Bhutan has long represented one of the world’s foremost national guardians of biodiversity conservation, ecological good governance, and societal sustainability at a period when the world has entered the Anthropocene – an epoch of mass extinctions. We envision this publication to be ecologically and ethically provocative and revealing for the concerned scientific communities, and governments. Through an extensive review of the scientific and anthropological literature, as well as the research team's own data, the Author's have set forth timely recommendations for conservation policies, strategies and actions. This book provides technical and deeply considered assessments of the state of Bhutan’s environment, its multiple, human-induced stressors and pressures; as well as extremely sound, practical techniques that would address conservation strategies in the Himalayas and, by implication, worldwide.
