Available in PDF, EPUB and Kindle. Book excerpt: In 1994, Congress authorized use of OT for the development of prototypes 'directly relevant to weapons or weapon systems'. Under this authority, projects are not required to comply with procurement-specific laws and regulations. In effect, OT authority provides a blanket waiver of laws such as the Truth in Negotiations Act and the Competition in Contracting Act, and regulations such as the Federal Acquisition Regulation (FAR), and the defense supplement to the FAR. A principal objective of the legislation was to enable and encourage a broader range of commercial firms to participate in developing defense systems, thus bringing to such programs similar advanced technologies being developed for the commercial markets. During the 1994-1998 time period, 72 such projects began. RAND was asked by DoD to assess the experience provided by those projects. The objective of this assessment was to determine the overall effectiveness of this new acquisition approach. Specifically: Do the benefits expected from relaxing the process controls justify the possible costs that might be incurred? We conducted this assessment by performing a detailed examination of 21 projects, comprising about one-third of the total population that had accumulated some track record by late 1999. We addressed four topics: (1) What were the general characteristics of typical OT agreements? (2) What benefits appear to have been achieved through use of the OT process? VIII Assessing the Use of 'Other Transactions' Authority for Prototype Projects (3) Were there any apparent disadvantages encountered, and specifically were government interests appropriately protected? (4) What were the net effects after balancing the apparent advantages and disadvantages?

Available in PDF, EPUB and Kindle. Book excerpt: Innovation is the lifeline of national development. This handbook is a collection of chapters that provide techniques and methodologies for achieving the transfer of defense-targeted science and technology development for general industrial applications. The handbook shows how to translate theory and ideas into practical applications. Experts from national defense institutions, government laboratories, business, and industry contributed chapters to this handbook. The handbook also serves as an archival guide for nations, communities, and businesses expecting to embark upon science and technology transfer to industry. Included are several domestic and international case examples of practical innovation. Since the dawn of history, nations have engrossed themselves in developing new tools, techniques, and methodologies to protect their geographical boundaries. From the crude implements used by prehistorical people to very modern technologies, the end game has been the same. That is, to protect the homeland. Even in times of peace, efforts must be made to develop new machinery, equipment, processes, and devices targeted for the protection of the nation. The emergence of organized nations and structured communities facilitated even more innovative techniques of national defense. Evolution, revolution, and innovation have defined human existence for millennia. From the Ice Age to the Stone Age, the Bronze Age, the Iron Age, and to the modern age, innovation, rudimentary as it may be in many cases, has determined how humans move from one stage to the next. This comprehensive handbook provides a clear guide on the nuances of initiating and actualizing innovation. Both the qualitative and quantitative aspects of innovation are covered in the handbook. Features: Uses a systems framework to zero in on science and technology transfer Focuses on leveraging technical developments in defense organizations for general societal applications Coalesces the transfer strategies collated from various sources and practical applications Represents a world-class diverse collection of science and technology development, utilization, and transfer Highlights a strategy for government, academia, and industry partnerships

Available in PDF, EPUB and Kindle. Book excerpt: When the Dept. of Homeland Security (DHS) was created, it was granted ¿other transaction¿ authority -- a special authority used to meet mission needs. While the authority provides greater flexibility to attract and work with nontraditional contractors to research, develop, and test innovative technologies, other transactions carry the risk of reduced accountability and transparency -- in part because they are exempt from certain fed. acquisition regulations and cost accounting standards. This report determines the extent to which nontraditional contractors have been involved in DHS¿s other transactions, and assesses DHS¿s mgmt. of the acquisition process when using this authority to identify additional safeguards. Includes recommendations. Illus.

Download or read book Public Procurement for Innovation written by Dolores Kuchina-Musina and published by Taylor & Francis. This book was released on 2024-02-16 with total page 83 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this book, nationally recognized public procurement experts Dolores Kuchina-Musina and Benjamin McMartin present a comprehensive analysis of the alternative contract vehicles used to promote innovation in the United States (US). Kuchina-Musina and McMartin begin by introducing the innovation policy environment in the US, addressing current trends in the workforce, decreased investment in research and development (R&D), and how technology is increasing at a rapid speed. They then go on to discuss key terms and subjects to show how public procurement and innovation policy are tied together. Diving deeper, Kuchina-Musina and McMartin examine the pathways the federal government uses such as the Federal Acquisition Regulations (FAR) part 12 acquisition, a review of the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs, and non-FAR-based contract overview with a specific focus on Other Transaction Authorities (OTA). Using the new Department of Defense (DoD) prototype OTA that was enacted in November 2015, Kuchina-Musina and McMartin conclude by presenting a methodology for examining the effectiveness of OTs. Specifically, they show the way the government is evaluating the DoD statute and discussions on some of the additional guidance the DoD uses to implement this authority. Bringing academic literature on innovation policy and applying it to the practitioner environment, Public Procurement for Innovation provide its audience an understanding of models, methods, and techniques the US uses to promote the development of innovative technologies and products. Clearly written and impeccably researched, the book fills a huge void in the literature on public procurement.
