Book excerpt: We as researchers should continuously ask how to improve the models we rely on to make financial decisions in terms of the planning, design, construction, and maintenance of roadways. This project presents an alternative tool that will supplement local decision making but maintain a full appreciation of the complexity and sophistication of today's regional model and local traffic impact study methodologies. This alternative method is tailored to the desires of local agencies, which requested a better, faster, and easier way to evaluate land uses and their impact on future traffic demands at the sub-area or project corridor levels. A particular emphasis was placed on scenario planning for currently undeveloped areas. The scenario planning tool was developed using actual land use and roadway information for the communities of Johnston and West Des Moines, Iowa. Both communities used the output from this process to make regular decisions regarding infrastructure investment, design, and land use planning. The City of Johnston case study included forecasting future traffic for the western portion of the city within a 2,600-acre area, which included 42 intersections. The City of West Des Moines case study included forecasting future traffic for the city's western growth area covering over 30,000 acres and 331 intersections. Both studies included forecasting a.m. and p.m. peak-hour traffic volumes based upon a variety of different land use scenarios. The tool developed took GIS-based parcel and roadway information, converted the data into a graphical spreadsheet tool, allowed the user to conduct trip generation, distribution, and assignment, and then to automatically convert the data into a Synchro roadway network which allows for capacity analysis and visualization. The operational delay outputs were converted back into GIS thematic format for contrast and further scenario planning. This project has laid the groundwork for improving both planning and civil transportation decision making at the sub-regional, super-project level.

Book excerpt: The results of the case study reveal that the immediate (short-term) induced traffic impacts are far more significant than the long term impacts, and they increase with the size of the highway capacity expansion. Besides being far less significant than short term impacts, the analysis showed the long-term induced impacts to be consistent regardless of the size of highway capacity expansion, measured as a percent of the overall change in VMT. The case study analysis demonstrated that the methodology can be a useful tool for quantifying direct, indirect, and induced traffic impacts of land development, as well as allocation of responsibilities for underlying transportation system improvements. The elasticities calculated as part of the sensitivity analysis can provide a guide in evaluating expected increase of VMT due to direct, indirect, short- and long-term induced impacts.

How can the economic benefits associated with accessibility changes be measured? What are the accessibility benefits of having a public transport service available as a transport option for unexpected future use? How can the land-use, transport and accessibility impacts of Dutch compact urbanisation policies implemented in the last decades be measured? The research presented in this thesis seeks to answer these and related questions. Results suggest that current practices in evaluating accessibility in the Netherlands can be improved using geographical accessibility measures within an integrated land-use/transport perspective. Another major outcome is formed by the possible significant benefits associated with option use of public transport services in addition to use and non-use benefits traditionally included in transport policy appraisal. Residents in the service area of regional railway links seemed to be willing to pay significant amounts for the continued availability of the railway links for unexpected future use. Dutch compact urbanisation policies were also shown to have contributed to the land-use and transport-related intentions of the Dutch national government. Without compact urban development urban sprawl would likely have been greater, resulting in greater car use and related environmental impacts, higher congestion and lower accessibility levels, along with stronger fragmentation of wildlife habitats.
