Book excerpt: The European Neighbourhood Policy (ENP) set an additional objective for the Southern Mediterranean Countries (SMCs): the prospect of 'a stake in the internal market'. The launch of this new policy has been the occasion for a revival of empirical studies aimed at assessing the impact of the EU-MED partnership on bilateral trade. The novelty of this work is twofold: (i) to present nonparametric matching estimators besides gravity estimates; (ii) to assume as a counterfactual of the treatment the ex-post long-run average treatment effects of the Europe Agreements. By controlling for likely selection bias and country and time heterogeneity, using both qualitative and quantitative measures of the policy variable, we assess ex-post the trade-enhancing impact of the EU preferential agreements towards SMCs and ex ante the actual efficacy of the ENP.

Book excerpt: The goal of this paper is to provide an "ex ante" assessment of the long-run "treatment" effect of ENP on EU-MED Free Trade Area. Supplementary objectives are the presentation of new up-to-date "in-sample" estimates of the actual trade potential in the Pan-European Common Market as well as more robust estimates of the trade enhancing impact of EU deep integration policy. The novel aspect of this work is twofold: i) to present nonparametric matching estimators along with gravity estimates; ii) to assume, as a counter-factual (i.e., the hypothetical situation of ENP full implementation), the ex-post long-run average treatment effect of the Europe Agreements, which are the unique experience to date of "full partnership without membership". Our empirical outcomes show a likely strong and robust impact on EU-MED trade integration of the new "deep integration" efforts made by the EU. This is confirmed by both the applied dummy strategy and the non parametric matching technique. This result seems to be linked to other factors than simply trade preferences alone. Our empirical evidence is relevant both to policymaking, since it provides an "ex ante" assessment of the efficacy of deep integration under the EU-MED regional cooperation framework, and to the methodological point of view, since it contributes to improvements in empirical estimates of the "policy impact" of EU preferential agreements.

Book excerpt: Several events in the past few years have dramatically shown how the interests of European citizens are directly affected by the stability, security and prosperity of their neighbouring regions. At the same time, the European Union and its member states face many challenges and dilemmas in designing and pursuing policies that not only effectively promote these interests, but also build stronger partnerships with neighbouring countries based on the values on which the Union is founded. First the Arab revolts and then Russia’s assertiveness in the eastern neighbourhood prompted reviews by the EU of its European Neighbourhood Policy (ENP), in 2011 and 2015, respectively. These reviews, in turn, have renewed scholarly interest in the ENP. By deliberately focusing on the recent literature (since 2011), this book by CEPS identifies the factors that explain the (lack of) effectiveness and coherence of the ENP. This exercise has resulted in a rich overview of and deep reflection on a wide variety of ENP-related themes, such as conditionality and leverage, the interests vs values dilemma and the role of third parties. The study identifies where there is consensus among scholars and where perspectives and judgements differ. It also identifies important gaps in the literature where further research is needed. This book will be of interest to a wide audience of officials, diplomats, parliamentarians, researchers at think tanks, civil society organisations, university teachers, trainers, students and journalists who want to know more about the challenges and dilemmas arising from the ENP. The case of Georgia is unique in a few respects. Georgia's own trade policy is more open toward the EU than vice versa, and it has achieved governance reforms on par with some of the EU member states. Yet preconditions imposed by the European Commission are far more onerous than those it demanded of other neighboring countries. Taking these factors into account, the authors find the Commission's strikingly anomalous approach bad policy in all respects--commerce, development, and foreign policy--and in urgent need of reshaping. They argue that the EU should open negotiations with Georgia without further delay since the country has more than satisfied the relevant subset of preconditions, and that EU trade policies toward Eastern Europe should be adapted to the particular circumstances of the partner state in question rather than following the prevailing "one-size-fits-all" dogma. It considers the rationale for negotiation of Deep and Comprehensive Free Trade Areas with neighbouring countries based on research that assesses the design, salience and incentive effects of such agreements. It makes a case that developments in the global economy and the experience with using trade agreements to pursue deeper integration of markets suggest that alternatives to DCFTAs may be more effective instruments for cooperation for both sides. The 2015 review of the ENP creates new opportunities to consider such alternatives. These could span sectoral agreements, more focused efforts targeting specific policy areas that have a significant impact on trade costs, and initiatives that centre on the adoption of international standards and internationally recognized good regulatory practices.

Book excerpt: In their March 2015 Consultation paper on the review of the European Neighbourhood Policy (ENP), the European Commission and the High Representative raised the question whether the Deep and Comprehensive Free Trade Areas (DCFTAs) "are the right objective for all or should more tailor-made alternatives be developed, to reflect differing interests and ambitions of some partners?" Such ambitious but complex trade agreements have now finally been signed with Ukraine, Moldova and Georgia, but they are still on the table for several Mediterranean ENP countries. Although these Mediterranean partners have a completely different political, economic and legal relationship with the EU, some important lessons can be drawn from the 'Eastern DCFTA experience'. In particular, the DCFTA negotiators should avoid overlyambitious and ill-defined legislative approximation commitments and develop a comprehensive implementation strategy.

Drawing on a combination of discourse analysis of EU policy documents and evidence from opinion polls showing ‘what the people want’, the book shows EU policy fails because the EU promotes a conception of democracy which people do not share. Likewise, the EU’s strategies for economic development are misconceived because they do not reflect the people’s preferences for greater social justice and reducing inequalities. This double failure highlights a paradox of EU democracy promotion: while nominally emancipatory, it de facto undermines the very transitions to democracy and inclusive development it aims to pursue.

The edited volume examines a variety of such issue areas, including trade, anti-corruption, applied research, gender and LGBTI, focusing on EU practices in its everyday dealings with civil society in the Southern Mediterranean. Since 1995 these relations have operated under the auspices of the Barcelona Process, which laid the foundations for three initiatives that define European policy towards neighbouring states: the Euro-Mediterranean Partnership, the European Neighbourhood Policy, and the Union for the Mediterranean. This book scrutinises these initiatives through a socioeconomic prism. Adam Yousef reviews how appropriate these initiatives have been in promoting socioeconomic development in North African states, projects the long-term implications of these policies and investigates whether they can reduce the gap in social outcomes across the Mediterranean Basin over time. Using Morocco as a case study, this book employs a mixed-methods approach, combining qualitative and quantitative data as well as economic theory. It reveals not only that the Barcelona Process has had a limited impact on promoting social outcomes in Morocco, but crucially that it is also unlikely to do so in the future, suggesting a new approach may be required.
