Book excerpt: This study assesses the potential that telecommunications advances hold for rural America and is the outcome of the third in a series of policy research projects into issues relating telecommunications policy and economic development undertaken by research teams of faculty and students at the Lyndon Baines Johnson School of Public Affairs and College of Communication, University of Texas at Austin. All three projects have been concerned with telecommunications at two levels: the effects of telecommunications advances on our economy and society and the policy framework that has resulted from divestiture of AT&T. The first project studied state telecommunication policy and resulted in the publication of Telecommunications Policy and Economic Development: The New State Role (Praeger, 1989); the second, which dealt with cities and large telecommunications users, produced The New Urban Infrastructure: Cities and Telecommunications (Praeger, 1990). Telecommunications and rural development has been much more frequently researched in Third World countries than in advanced industrialized ones and this volume represents a significant contribution to the literature on the subject. The findings are divided into four general research areas. Following an introduction, Chapter Two looks at some fascinating telecommunications applications in American rural businesses from Wal-Mart, to traditional rural businesses like the lumber industry, to the opening of new businesses like telemarketing. Chapter Three assesses the use of telecommunication for delivery of public services from the U.S. Department of Agriculture to health care and distance education. Chapter Four asserts that many of the benefits of telecommunications for rural America will only be realized if the small independent or cooperative telephone companies remain healthy and progressive. The substantial contribution to community development, from community revitalization and regional cooperation to infrastructure upgrading, is the focus of Chapter Five. A final chapter offers conclusions. This is required reading for students, scholars, and practitioners in the fields of communications/telecommunications and government.

The paper provides a review of these instruments, evaluating them against a set of criteria. It then goes on to identify a number of them that are worthy of further consideration by policy-makers and regulators while demonstrating that the effectiveness of the identified instruments can be greatly enhanced by the establishment of a conducive legal, regulatory and institutional framework. The paper concludes by confirming that while no single instrument taken in isolation can provide a full solution to universal access, a mix of the measures identified can be devised to achieve specific policy objectives in a particular country environment.

It develops several policy strategies and options to encourage economic development. The study was requested by the Joint Economic Committee of Congress and Senators Charles E. Grassley and Orrin G. Hatch. Chapter 1 provides a summary and policy conclusions. Chapter 2, "The Challenge for Rural America," describes unemployment, poverty, and out-migration and advocates upgrading the labor force. Chapter 3, "Rural America and the Changing Communication Infrastructure," proposes Rural Area Networks to deliver communication services to rural areas. Chapter 4, "Rural Development," explains a holistical approach to rural development that accompanies economic development by improving education, health care, and public administration capacities. Chapter 5, "Regulation and Rural Development," recommends that regulators must develop new regulatory approaches for rural areas. Finally, Chapter 6, "The Role of the Federal Government: Orchestrating Cooperation and Change," suggests that the Federal Government make rural development and the use of communications technologies a national priority. The appendix is a field journal that gives narrative impressions of the four states visited during the study: Kentucky, New Mexico, Washington, and Maine. Digital engagement can increase youth access to timely information, training, or marketing opportunities while providing more venues for peer learning, networking, and participation in policy dialogues. Yet, the transformative power of digital technologies also entails the risk of widening existing divides. As we seek to engage youth in the digital space, we must consider a series of interrelated factors that influence their online experiences ranging from digital access, use, and literacy, to overall information flows, offline communication resources, social interactions, and the norms shaping them. These methodological guidelines will be a useful resource for development professionals who wish to leverage communication and digital technologies in their work with and for youth. The document provides an analytical framework and practical orientation to conduct age-specific and gender-responsive research on digital readiness and the overall communication ecosystem of young people in order to inform inclusive engagement strategies and youth-centred digital services. Section 1 explains the rationale behind investing time and resources in appraising the existing communication ecosystem before designing any initiative aimed at engaging youth in agrifood systems and in rural areas. Section 2 outlines an analytical framework to unpack the digital readiness and the communication ecosystem of young rural women and men along major investigation areas: digital access, use and skills; information flows; offline communication resources; and social capital and social norms. Section 3 describes how to conduct hands-on research combining the use of both qualitative and quantitative methods. Section 4 summarizes final considerations and take-home messages. The Annexes provide two examples of data collection tools, namely a mobile survey questionnaire and a focus group discussion guide, while the Field Stories present real-life examples testifying to the multiple and varied applications of the methodology within the scope of FAO’s Integrated Country Approach (ICA) for Boosting Decent Jobs for Youth in the Agrifood System project.
