Book excerpt: The Charpy Machine Verification Program at NIST in Boulder uses heat-treated 4340 steel for the production of indirect verification Charpy specimens at low- and high-energy level. Recently, a batch of steel purchased for the program turned out to be unacceptably inhomogeneous, causing several NIST Contractors to produce specimen lots that did not fulfil our variability requirements, despite repeated attempts at modifying the heat-treatment process. The whole batch of steel had to be eventually scraped. In order to avoid such an occurrence in the future and develop an investigation procedure that can detect variability issues in the acceptance phase of newly purchased batches of 4340 steel, we have performed the following investigations and measurements on samples from good and bad heats: hardness measurements (Rockwell C and Vickers), instrumented Charpy tests, optical investigations, and texture analyses (including grain size measurements). Of all the parameters considered, we found that grain size can clearly differentiate between acceptable (30 m 40 m) and unacceptable (60 m 70 m) heats, and should therefore become the basis of future heat quality assessments. In support, hardness measurements can also be performed, while Charpy tests are not recommended in view of their relative experimental and economic burden.

Book excerpt: This report documents the results of a series of comparative analyses which were conducted on the Charpy machines located at NIST in Boulder, Colorado. The analyses were performed both on historical data, collected over a period of more than 20 years, and newly obtained test results from almost 300 instrumented and non-instrumented impact tests on verification specimens of low energy (13 J to 20 J), high energy (88 J to 136 J), and super-high energy (176 J to 244 J). The comparative analyses were completed for the purpose of understanding the limits of calibrating instrumented strikers for use in dynamic test through conventional static calibration procedures. Test results, obtained both in the past and within the current study, show that one of the so-called master machines (used to establish reference values for ASTM verification specimens) delivers consistently lower energy values than the other two master machines in the 15 J - 20 J range. This is suspected to be due to its higher stiffness and hammer design (C-type), which increases its natural frequency of vibration and causes early fracture in a quasi-brittle (low-energy) test. The extremely large number of instrumented Charpy tests performed within this investigation (more than 200) allowed us to assess the reliability of the conventional static calibration procedure for our instrumented strikers, as compared to different approaches for the adjustment/correction of measured force values. Even though these approaches were found beneficial in improving the between-machine consistency, statistically significant differences remained nonetheless. It appears that, in order to reliably calibrate an instrumented striker, forces must be applied at loading rates that are equivalent to those encountered during actual tests (dynamic calibration of instrumented strikers). This should become a clear objective of the NIST Charpy program going forward.

Book excerpt: The procedure for the production and certification of BCR (Bureau Communautaire de Reference) Charpy specimens for machine verification according to the European standard EN 10045-2 is described. A master batch is initially certified by interlaboratory comparison and is then used as a reference to certify sub-batches of similar impact toughness by comparative measurements on one dedicated machine. Extensive testing over ten years has shown that, for SAE 4340 steel, a 2 mm striker generally produces higher impact toughness than an 8 mm striker up to 120 J absorbed energy. Another observation is that asymmetric fracture generally occurs in about 50% of all cases, but that small series of tests may produce nearly all symmetric or nearly all asymmetric failures, influencing the mean value of the measured impact toughness.

Book excerpt: NIST provides certified reference Charpy specimens to companies and laboratories around the world for the indirect verification of impact machines in accordance with ASTM E23. Specimens are available at three energy levels, low (?15 J at 40 ?C), high (?100 J at -40 ?C), and super-high (?200 J at room temperature). Specimens of this latter energy level have been out of stock from the late 2000s until the late 2010s, when specimens of AISI 9310 steel were found to be suitable for standardization, provided they were side-grooved in order to prevent the formation of shear lips. This study was aimed at establishing an optimal combination of heat treatment (specifically, final tempering temperature) and side-groove depth for Charpy specimens of 9310 steel, and was conducted by testing almost 900 specimens corresponding to six different combinations. As a result of this study, a recommendation for the heat treatment and side-groove depth of future super-high energy specimen lots was formulated.
