This book takes up the challenge to find an objective way to prove or disprove this phenomenon. By taking the reader through a systematic and multi-disciplinary literature review it asks the deceptively simple question: ’What is publicness?’ It answers this by first developing a new theoretical approach - ’The dual nature of public space’, and secondly a new analytical tool for measuring it - ’The Star Model of Publicness’. This pragmatic approach to analysing public space is tested then on three new public places recently created on the post-industrial waterfront of the River Clyde, in the city of Glasgow, UK. By seeing where and why certain public places fail, direct and informed interventions can be made to improve them, and through this contribute to the building of more attractive and sustainable cities. By adopting a multi-disciplinary approach to shed light on this ’slippery’ concept, this book shows how urban design can complement other disciplines when tackling the complex task of understanding and improving the built environment’s public realm. It also bridges the gap between theory and practice as it draws from empirical research to suggest more quantitative approaches towards auditing and improving public places.

Abstract: "Publicness" as the fundamental value of the urban public space, plays an important role to promote the quality of public space as well as highlight the values of fairness and justice in the social development. Since public open space in private development (POSPD) has been introduced to Hong Kong a new type of public space, this approach has been questioned by the public as it affects the rights of the public to enjoy the open space. So with the increasing development and decreasing public open space, it is urgent to review the quality of POSPD as well as assess the publicness of POSPD for future provision. The study aims to generate an assessment of the publicness of public open space in private development (POSPD) in Hong Kong. In a way approaching to overseas attempts in assessing the publicness, the dissertation would like to fill the gap in assessing the publicness of POSPD in Hong Kong. Except for key concepts reviewed for generating better understanding, the study also conduct an evaluation of general features of POSPD in Hong Kong as well as a questionnaire survey on public's aspirations. The degree of publicness also measured through five case studies for getting insights of the real practices. It is concluded that the degree of publicness varies a lot in different functional areas. POSPDs in commercial and office development project commonly show a higher degree of publicness than in residential development project. The differences are mainly presented in aspects of physical configuration, control and civility. And there is still a disparity between the real practices and the public's aspirations on the POSPD. In related with the outcomes, issues diminishing the publicness of POSPD and corresponding recommendations are attributed to three aspects, design, management and institutional and policy perspectives. It is recommended that in the future provision of POSPD, issues are supposed to be overcome by concerning the public needs in the process of design, adopting people-oriented approach and searching for "win-win" approach in the management as well as improving the governance and regulatory control mechanism. Book excerpt: The purpose of this thesis is to assess the "publicness" of pedestrian plazas under its development guidelines from the NYC Plaza Programs (NYC Office of the Mayor, 2007) through a comparative study of private and public space. Drawing from existing models of publicness, the paper proposed a hybrid model to measure publicness and then investigated how "public" the pedestrian plazas built under the NYC Plaza Programs are using a mix methods approach of geospatial data and literature review. In the process, it simultaneously challenged underlying definitions of "publicness" and the contentions around privatization in the urban environment. The study suggests that the assessment of publicness for the NYC Plaza Programs demands a context-specific model to the program where metrics are calibrated beyond a simple hybrid of existing models. Ultimately, it is recommended that future studies for measuring publicness should include on the ground observations and fieldwork to account for the individuals who are arguably the true owners of a public space.

Mainstream policy and public administration studies have tended to analyse the capacity of public sector hierarchies to globalize national policies. By contrast, this Handbook investigates new public spaces of transnational policy-making, the design and delivery of global public goods and services, and the interdependent roles of transnational administrators who move between business bodies, government agencies, international organizations, and professional associations. This Handbook is novel in taking the concepts and theories of public administration and policy studies to get inside the black box of global governance. Book excerpt: In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. This book will be of interest to researchers and practitioners across disciplines including Chinese studies, environmental politics and policy, urban studies, and planning and geography.

Conventional approaches to program evaluation, preoccupied with technical and value issues, fail to address directly the need for counterfactual arguments. They also fail to recognize the indispensable role of positive theories of technical and behavioral processes in making these arguments. In order to understand the impact of the General Revenue Sharing (GRS) program on the fiscal behavior of municipal governments, Patrick Larkey develops and demonstrates an unconventional approach to program evaluation that overcomes these failures. Drawing on the positive theories of budgetary decisionmaking processes as well as longitudinal revenue and expenditure data from primary sources, the author specifies, estimates, and tests four "bureaucratic process" models for each of five city governments receiving GRS funds. Using these models to generate complex, counterfactual hypotheses, he then compares the counterfactual patterns with observed patterns to understand the fiscal effects of GRS.
