Book excerpt: The increased popularity of hybrid electric vehicles has created a growing concern for the safety of blind and visually impaired pedestrians. Accident data published by the National Highway Traffic Safety Administration demonstrates a higher incident rate involving hybrid electric vehicles compared to internal combustion engine vehicles during slow speed (15 kph or less) movement. The lower sound output of hybrid electric vehicles, compared to internal combustion engine vehicles, has been reported as the reason for the high incident rates. Previous studies have focused on the overall sound pressure level of vehicles related to the ability of blind pedestrians to safely cross streets. Under more controlled conditions and lower ambient sound pressure levels than was achievable in previous research measurements were made comparing the detections of hybrid electric vehicles, internal combustion engine vehicles, and hybrid electric vehicles with added sounds. Vehicle detection tasks confirmed that when moving at slow speeds, a hybrid electric vehicle is detected, by blind pedestrians, at a closer distance and smaller safety margin when compared to traditional internal combustion vehicles. Adding additional sound to a hybrid electric vehicle resulted in detections made at a greater distance.

Book excerpt: The National Highway Traffic Safety Administration recognizes that quieter cars such as hybrid-electric vehicles in low-speed operation using their electric motors, may introduce a safety issue for pedestrians who are blind. This study documents the overall sound levels and general spectral content for a selection of hybrid-electric and internal combustion vehicles in different operating conditions, evaluates vehicle detectability for two ambient sound levels, and considers countermeasure concepts that are categorized as vehicle-based, infrastructure-based, and systems requiring vehicle-pedestrian communications. Overall sound levels for the hybrid-electric vehicles tested are lower at low speeds than for the internal combustion engine vehicles tested. There were significant differences in human subjects' response time depending on whether electric or internal combustion propulsion was used at both the lower and higher levels of ambient sound. Candidate countermeasures are discussed in terms of types of information provided (direction, vehicle speed, and rate of speed change, etc.); useful range of detection of vehicles by pedestrians, warning time, user acceptability, and barriers to implementation. This study provides baseline data on the acoustic characteristics and auditory detectability of vehicles; however, the results cannot be generalized to more complex environments, as for example when multiple target vehicles are present.

This final rule applies to electric vehicles (EVs) and to those hybrid vehicles (HVs) that are capable of propulsion in any forward or reverse gear without the vehicle's internal combustion engine (ICE) operating.
