Book Assessing the Incidence of Public Works Programmes

Download or read book Assessing the Incidence of Public Works Programmes written by Anna McCord and published by . This book was released on 2009 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: "This paper explores the socio-economic identity of Public Works Programme (PWP) participants in two programmes in South Africa, in order to establish the incidence of PWP participation, a question which is central to assessing the social protection impact of PWPs, but which is frequently omitted from programme analysis, particularly in sub-Saharan Africa. The paper focuses on an analysis of the demographic and socio-economic characteristics of PWP participants. As in many PWPs, no baseline data on participants in these programme were collected. Therefore, it is not possible to ascertain a priori who the beneficiaries of the programmes are, a situation which fundamentally challenges any attempt to or to assess incidence or the social protection impact of such an intervention. The research interrogates the assumption that the 'less eligibility criteria' central to the design of PWPs (the work requirement and low wages) will lead to participation of the poorest, thereby reducing the likelihood of inclusion errors, attempting first to ascertain who the participants in the programmes are. The question is explored using survey data gathered in 2003 on two case study PWPs implemented simultaneously in South Africa, which adopt different design and targeting approaches. Programme incidence is then considered in relationship to targeting and programme objectives, and the conclusion drawn that in order for PWPs to reach the poorest in a given community, reliance on self targeting through the work requirement and a low wage is not adequate, and explicit targeting measures are needed during participant selection"--Publisher description.

Book Evaluating Active Labour Market Policies

Download or read book Evaluating Active Labour Market Policies written by Patrick A. Puhani and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Most governments in today's market economies spend significant sums of money on labour market programmes. The declared aims of these programmes are to increase the re-employment chances of the unemployed. This book investigates which active labour market programmes in Poland are value for money and which are not. To this end, modern statistical methods are applied to both macro- and microeconomic data. It is shown that training programmes increase, whereas job subsidies and public works decrease the re-employment opportunities of the unemployed. In general, all active labour market policy effects are larger in absolute size for men than for women. By surveying previous studies in the field and outlining the major statistical approaches that are employed in the evaluation literature, the book can be of help to any student interested in programme evaluation irrespective of the paticular programme or country concerned.

This book was released on 2020-11-24 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Inter-Agency Social Protection Assessment (ISPA) tool on Food Security and Nutrition (FSN ISPA) provides a framework of analysis to assess how social assistance and programmes can achieve a greater positive impact on food security and nutrition (FSN) at country level. This tool belongs to the set of programme level ISPA tools and focuses on identifying opportunities to strengthen coherence and improve the results of social assistance programmes for FSN. The FSN ISPA tool is a broadly designed proposed set of principles, steps and instruments for country adaptation that must be tailored to each country context and programme under review. It is not intended to be used for cross-country comparisons, but rather aims to analyse the given programme(s) of focus and country context (including FSN and other conditions), to identify where and how FSN impacts may be enhanced. ISPA tools are the result of a multi-agency initiative that aims to put forth a unified set of definitions, assessment tools, and outcome metrics to provide systematic information for a country to assess its social protection system, schemes, programmes, and implementation arrangements.

Book Integrating gender into implementation and monitoring and evaluation of cash transfer and public works programmes FAO Technical Guide 3

Download or read book Integrating gender into implementation and monitoring and evaluation of cash transfer and public works programmes FAO Technical Guide 3 written by Food and Agriculture Organization of the United Nations and published by Food & Agriculture Org.. This book was released on 2018-11-01 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many social protection programmes, including cash transfers, public works programmes and asset transfers, target women as main beneficiaries or recipients of benefits. Extending social protection to rural populations has great potential for fostering rural women’s economic empowerment. However, to tap into this potential, more needs to be done. There is much scope for making social protection policies and programmes more gender sensitive and for better aligning them with agricultural and rural development policies to help address gender inequalities. Recognizing this potential and capitalizing on existing evidence, FAO seeks to enhance the contribution of social protection to gender equality and women’s empowerment by providing country-level support through capacity development, knowledge generation and programme support. To move forward this agenda, FAO has developed the Technical Guidance Toolkit on Gender-sensitive Social Protection Programmes to Combat Rural Poverty and Hunger. The Toolkit is designed to support SP and gender policy-makers and practitioners in their efforts to systematically apply a gender lens to SP programmes in ways that are in line with global agreements and FAO commitments to expand inclusive SP systems for rural populations. The Toolkit focuses on the role of SP in reducing gendered social inequalities, and rural poverty and hunger.
