The war has triggered the biggest displacement of people in the region since World War II. The humanitarian crisis has been accompanied by upheavals which are bound to change patterns of economic migration, thereby impacting local demographics. The war has also disrupted trade flows and altered the geography of economic ties. Facing a security deficit, states in the region are ramping up defence budgets and seeking shelter under the umbrella of regional organisations. The war has also changed the status quo in areas of protracted conflicts in the eastern neighbourhood. Since the onset of the full-scale invasion of Ukraine, the EU has taken radical decisions in the eastern neighbourhood. The new-found momentum of engagement needs to be sustained and backed up with resources. Ultimately, the EU’s success in the neighbourhood will largely depend on its actions in the security realm.

Despite hopes that the Eastern Partnership (EaP) would act as a transformative tool to strengthen democracy, stability, security and regional cooperation, this has not happened. Rather the EaP has produced limited results, with the region today more fragmented than it was five years ago. Russia's war against Ukraine has further exacerbated the situation as it raised concerns over the extent to which the South Caucasus countries could genuinely rely on the West. Today, Armenia, Azerbaijan and Georgia have different geostrategic trajectories. While Georgia has stuck to the Euro-Atlantic track, Armenia joined the Russian-led Eurasian Union in January 2015. Meanwhile Azerbaijan has the luxury of choosing not to choose. Developments in the region have demonstrated that a one size fits all approach does not work and a more differentiated policy is required.

Yet we cannot understand this danger without also understanding the opportunity that Russian energy represents. From corruption-related profits to transportation-fee income to subsidized prices, many within these states have benefited by participating in Russian energy exports. To understand Russian energy power in the region, it is necessary to look at the entire value chain—including production, processing, transportation, and marketing—and at the full spectrum of domestic and external actors involved, from Gazprom to regional oligarchs to European Union regulators. This book follows Russia’s three largest fossil-fuel exports—natural gas, oil, and coal—from production in Siberia through transportation via Ukraine to final use in Germany in order to understand the tension between energy as threat and as opportunity. With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.
