Book excerpt: This study consists of two parts: a literature review and the results of a public opinion survey on the impact of prison development. The survey was conducted in Nanaimo, Surrey and Victoria, three communities where provincial prisons already exist. Survey results indicate that residents do not see the presence of a correctional facility as having a negative effect on public safety or property values. Residents do not see the presence of the prison as having reduced their quality of life, negatively affected their environment, or the quality of their community. Several residents noted a positive impact on the economy. The literature indicates that prisons in communities have either a neutral impact on quality of life, or have positive impacts. The survey confirms that the B.C. experience is not different from those reported for other North American and Canadian communities. The report concludes that attention needs to be paid to providing community information and participation to successfully address community perceptions and concerns.

Book excerpt: This work is an in-depth, on-the-ground examination of how prisons impact rural communities, including a revealing study of two rural communities that have chosen prisons as an economic development strategy. A recent study by the Urban Institute estimates that one-third of all counties in the United States house a prison, and that our prison and jail population is now over 2.1 million. Another report indicates that more than 97 percent of all U.S. prisoners are eventually released, and communities are absorbing nearly 650,000 formerly incarcerated individuals each year. These figures are particularly alarming considering the fact that rural communities are using prisons as economic development vehicles without fully understanding the effects of these jails on the area. This book is the result of author Eric J. Williams' ground-level research about the effects of prisons upon two rural American communities that lobbied to host maximum security prisons. Through hundreds of interviews conducted while living in Florence, Colorado, and Beeville, Texas, Williams offers the perspective of local residents on all sides of the issue, as well as a social history told mainly from the standpoint of those who lobbied for the prisons.

Available in PDF, EPUB and Kindle. Book excerpt: Analysis of economic and other effects of prison hosting has been slow in coming and results are mixed. The present study gathered community perceptions and compared Ohio rural communities with prisons to themselves, the state, and their urban counterparts on three select indicators of economic benefits: unemployment, population, and per capita personal income. Qualitative data was collected from key informants for a subset of rural communities with prisons to identify community perceptions regarding prison hosting and its perceived impact on the communities. Themes were identified, analyzed, and presented for discussion. Quantitatively, it was hypothesized that jobs would grow, thereby lowering unemployment in hosting counties. In addition, it was hypothesized that people would follow the jobs and that the jobs would reduce outmigration, thus stabilizing or increasing populations of the hosting counties. Further, it was hypothesized that the prison-hosting jobs would replace income people lost in the dismantled manufacturing and farming industries, thereby increasing per capita personal income in hosting counties. Trend data and statistical analyses painted the typical picture of rural, including lack of population growth and lower per capita personal income. However, rural communities with prisons did experience a significant reduction in unemployment, lowering it from pre to post hosting. No differences were observed in comparisons to the state or their urban counterparts. Conclusions include lessons learned as well as caveats for researchers examining economic benefits of replacement industry such as prisons.

Book excerpt: Until recently, prisons were considered an economic development strategy particularly in rural communities struggling with the loss of manufacturing jobs. However, many studies have shown that prisons often have weak linkages to the host community, and sometimes have negligible or even negative impacts on rural economies. A combination of factors including changing sentencing laws, inadequate conditions in older facilities, fiscal conservatism, and increasing reliance on community based alternatives to incarceration are now leading to prison closures all around the country. In this changing context, this thesis explores: (i) What are the real and perceived impacts of prison closures on local economies in small rural counties?; and (ii) Where communities are redeveloping old prisons to boost their economies, how are local needs, politics, and project constraints (related to design and finance) shaping the transformation of these sites? By focusing on two cases where former prisons are being reused for community and economic development, this thesis explores how rural communities might transition to new ways of employing people and generating wealth after a local prison closes.
