The review takes stock of the experience with statistical technical assistance provided to member countries and the ongoing reforms, within and outside the IMF, to strengthen the GDDS. Such reforms are particularly relevant in the context of the ongoing economic and financial crisis, which once again underscores the role of statistics in guiding policymakers to strengthen defenses against future crises.

Book excerpt: This review of Phase I of the technical assistance (TA) General Data Dissemination System (GDDS) project (2001–2006) for 15 Anglophone African countries1—funded by the U.K. Department for International Development (DFID) and executed jointly by the Fund and the World Bank—(henceforth, referred to as the Anglophone African (AAf) project) focuses mostly on the components that were implemented by the Fund’s Statistics Department (STA). The review draws on various internal and periodic evaluations of project execution and reports by technical assistance providers. The GDDS—part of the Fund’s Data Standards Initiative—defined the framework for the AAf project. The main goal of the project was initially limited to assisting countries to become participants in the GDDS via preparatory workshops and development of metadata and plans for improvement. The goal was subsequently expanded to providing TA and promoting greater awareness and regional cooperation.

The SDDS Plus also requires adherents to disseminate metadata to promote public knowledge and understanding of their compilation practices with respect to the required data categories. During the Ninth Review of the Fund’s data Standards Initiatives in May 2015 executive directors supported changing the transition period to meet all SDDS Plus requirements to five years after the adherence date. On July 1, 2015, the Executive Board approved the proposed change. The existing rules governing the SDDS Plus are superseded by the new SDDS Plus legal text.

This Guide explains the nature, objectives, and operation of the GDDS; the data dimensions it covers; and how countries participate. It provides national statistical authorities with a management tool and a framework to foster sound statistical methodology, professional data compilation, and data dissemination. The Guide supersedes the version updated in March 2002 and incorporates the UN Millennium Development Goals (MDGs) as specific elements of the GDDS sociodemographic component, which was articulated with the collaboration of the World Bank.
