Book excerpt: Construction projects are one of the most highly subjective fields to risks and uncertainties, particularly at the bidding stage, where the amount of information about the project is very limited. The contractor should take in consideration the amount of risk associated with the total costs of the project activities in the inception stages in order to reduce unnecessary extra costs that might occur to a project. However under formidable financial conditions, an owner may betake to delay her/his planned periodic interim payments (PI) to the contractor later than the expected date. Avoiding this kind of delay is very important for both owners and contractors. This study presents a simple mathematical model capable of predicting the amount of risk as a percentage of the total cost of an activity should be taken into consideration by a contractor during the bidding stage. However the model analyzes the effect of the delay of the periodic payments made by an owner on the contractor's cash flow and project work schedule, taking into consideration risk factors and quantifying the consequences as a percentage in term of an allowance, within the contractor's bid estimate. A sample case study is used to demonstrate and validate the model. Comparisons are made with existing models to show the effect of incorporating risk factor in cash flow. The model can be applied to any size of projects. In addition, it could be linked to delay analysis systems to enable the contractors to decrease uncertainties that happened at the pre-construction bidding stage and eventually minimize delays in construction projects.

The original cost estimate of $2.6 billion has already been exceeded by $12 billion, and the project will not be completed until 2005, seven years late. The Massachusetts Turnpike Authority (MTA), the public steward of the project, requested that the National Research Council carry out an independent assessment of the project's management and contract administration practices, with a focus on the present situation and measures that should be taken to bring the project to a successful conclusion. This report presents the committee's findings and recommendations pertaining to cost, scheduling, and transitioning from the current organization dominated by consultants to an operations organization composed largely of full-time MTA staff. The report recommends that MTA establish an external, independent, peer-review program to address technical and management issues until the transition to operations and maintenance is complete; begin a media campaign now to teach drivers how to use the new system safely; and develop, immediately implement, and maintain a comprehensive security program.

Change orders during construcion due to alterations in the original contract, delays in the construction due to unavoidable reasons or any other problems occuring between the Owner and Contractor. Estimating is used to determine the increase or decrease in the amount of the original contract or involve no change. 3. Back charges - charges for materials, equipment & labor or other costs furnished to the Contractor by the Owner, to the Contractor by the Architect / Engineer, or to a Sub-contractor / Vendor by the Contractor due to defective/incomplete or unsatisfactory work during construction. This requires the preparation of an estimated cost of the back charge work so that the Owner or Contractor can have information regarding the dollar amount of back charges. 4. Use of Construction cost estimating becomes helpful in determining the financial position of the project by determining the total cost of work items completed to date, the cost of work required to complete and projected final costs so that one can determine whether there will be a project underrun or overrun. Also it becomes useful to determine the payment to be made to the Contractor by the Owner for the executed work so that, he has sufficient information concerning the cashflow for the entire project. This also provides relative information to scheduling systems for manpower, planning and resource evaluation. Estimating also plays an important role in providing information for the cost control of the project. Estimating and cost control are the two most important tasks a Contractor performs to develop equipment & labor production rates for each and every work item of the project during construction and for the selection of labor and equipment. Also estimating becomes useful to keep the cost of an on-going project within the established budget.
