Book excerpt: The technique discussed, the Topographic Air Pollution Analysis System (TAPAS), was developed to provide valid information on the dispersion capability of the lower atmosphere in areas characterized by complex terrain features. A study was undertaken to assess the air quality (SO2) impacts associated with energy development in the region and to determine the constraints on energy development due to regulated limitations on the amount of air quality degradation allowable in the area. The emission constraint analysis for the northern Puget Sound region indicated that total SO2 emissions in the core area (on an annual basis) are less than half of the amount that could be tolerated in the entire core region while maintaining ambient concentrations within state and federal annual average limitations. However, comparison of source characteristics with source location and grid cell emission restrictions indicated that localized areas adjacent to the major point sources are already far in excess of the SO2 carrying capacity. This conclusion is supported by air quality monitoring data that indicate state standard violations at several receptor locations within the study area. The annual maps of wind patterns and PI-Matrix values show areas of both good and poor dispersion characteristics under the most prevalent flow conditions.

Book excerpt: Book Description: In 1967, the public clamor for more stringent air pollution control had increased throughout the nation. As a result, the Puget Sound Region was granted a new multi-county air control agency. After staffing it and developing regulations, personnel began ticketing pollution sources, beginning with the most onerous. A real-time monitoring network was installed and the staff began routine dispersion modeling. Indirect source controls "bombed" and were canceled. Friction developed with the State air control agency over jurisdiction. The U.S. EPA, while supportive, was maddeningly slow to act. But successful control programs succeeded in reducing ozone ("smog"), carbon monoxide, and particulate matter to healthful levels. The biggest challenge was the control of the ASARCO Copper Smelter in Tacoma, which had gradually reduced its sulfur dioxide (SO2) and arsenic emissions under variance. As its last variance expired, ASARCO elected to close, largely for economic reasons, and SO2 became a non-problem. The staff continued its basic programs, adding asbestos and wood stove control. In its 20th year, dissatisfaction on the part of the staff resulted in personnel changes, and the agency began to look more like the U.S. EPA. By the early 1990's, all health standards were successfully met. Author's Bio: After a varied engineering career, Jim Pearson entered a new field with a brand new agency, and candidly admits having made mistakes learning the new business. He worked 22 years as an engineer for the agency, the last 10 years of which were as Chief of the Engineering Division. He holds BS and MS degrees in Civil Engineering, and is a registered professional engineer.

Book excerpt: This research examines tensions in Smart Growth in Central Puget Sound, Washington, an early adopter of regional planning influenced by Smart Growth planning principles. I examine evidence of social equity, environmental exposure, and health outcomes. Using longitudinal geographic cluster analysis, longitudinal and cumulative air pollution analysis, and health assessment, I compare socioeconomic changes with environmental and health measures. My research indicates that economic inequality has increased over time and the region remains spatially divided by socioeconomic status and race and ethnicity, despite implementation of Smart Growth policies that were intended to improve social equity outcomes. Further, despite a trend of de-industrialization that has occurred within the region over time, air pollution risks have remained skewed and have spatially concentrated, with the adverse impacts of exposure falling disproportionately on struggling communities within the region. Exposure to cumulative air pollution risks remains high in areas targeted for more compact development. Finally, my research reveals that air pollution related health outcomes are worsening, and are associated with lower socioeconomic status and higher exposure, both of which are influenced by place. These results raise critical issues about the Central Puget Sound's Smart Growth planning efforts. Further, it reveals ways in which Smart Growth is falling short of meeting the visionary goal to transform our cities and regions into more equitable places.
