Book excerpt: In surveying ethical attitudes of police officers, the Oregon State Police (OSP) Department examined whether a shared sense of values prevailed within the police organization, whether police officers received consistent information on organizational values and policies, and how police officers viewed the integrity of the police organization. Of 780 sworn personnel, 615 responded to the survey, for a 79 percent response rate. Survey findings revealed values promoted by police supervisors affected attitudes and behavior of their subordinates. When police supervisors were perceived as having strong values and behavior, they often received more loyalty. Rank was associated with ethical values; ratings of values and behaviors in relation to the OSP went up as rank went up. The position of sergeant had some role ambiguity; attitudes of sergeants differed widely, with some favoring the management role and others favoring the fellow police officer position. Sergeants had to balance management considerations with fellow police officer concerns, a role that sometimes led to alienation from the ranks. Management personnel working at the OSP headquarters rated their ethical values and behavior higher across the board. Implications of the survey findings for establishing standards governing police professionalism and ethical behavior are discussed. Appendixes present the OSP's Code of Ethical Conduct, information on the survey methodology, a list of reasons for not returning the survey, a list of issues not covered by the survey, and correlation data.

Power and Restraint answers this question by using a moral perspective grounded in the social contract, and by defining an ethical basis for police work. Howard S. Cohen and Michael Feldberg posit five standards by which to measure responsible police behavior: fair access, public trust, safety and security, teamwork, and objectivity. To test their proposals, Cohen and Feldberg apply these standards to several familiar yet challenging cases that are encountered in municipal patrol work in the United States, illustrating how police officers can develop appropriate moral responses to complex and difficult circumstances. These developed standards of ethical behavior can be used as a basis for the rehearsal of decision-making and action in police training as well as for the judicious evaluation of police behavior after the fact. The authors developed their theories over a 10-year period by spending hundreds of hours in seminars on police ethics with officers and trainers from across the country, carefully discussing specific cases and examples of moral issues that were most troubling to the officers themselves. At the same time, critics have increasingly attacked these committees for delaying or blocking important studies. Partly, science is changing, and the current system has not kept up. Since the regulations were first conceived 40 years ago, research has burgeoned 30-fold. Studies often now include not a single university, but multiple institutions, and 40 separate IRBs thus need to approve a single project. One committee might approve a study quickly, while others require major changes, altering the scientific design, and making the comparison of data between sites difficult. Crucial dilemmas thus emerge of whether the current system should be changed, and if so, how. Yet we must first understand the status quo to know how to improve it. Unfortunately, these committees operate behind closed doors, and have received relatively little in-depth investigation.
