Over 360 young male and female entrepreneurs engaged through an online survey and virtual focus group discussions that generated insights on their interaction with digital technologies, either as entrepreneurs, service providers, or members of youth organizations. This summary note presents key findings on the following topics: agribusiness information flows, youth digital access and preferences, information technology use for business including e-commerce, e-learning, online mentoring, and online activities of rural youth networks.

As per this methodology, surveys were disseminated as part of the data collection effort. In Kenya, they targeted respondents in three distinct groups, i.e., public sector, private sector and consumers. Through collaboration with the British Standards Institutions (BSI), an eTrade for All partner, the surveys were enriched to investigate the role of standards in e-commerce development. The assessment adds to the 29 assessments conducted by UNCTAD since 2017. Kenya's eTrade Readiness Assessment was conducted during a period when the COVID-19 pandemic was ongoing, and it is reflected in some of the findings of the report. The enduring economic and social impacts of the pandemic make it even more important for policy makers and other stakeholders to join forces to take actions aimed at addressing the e-commerce situations. With the eTrade for all partners, UNCTAD is committed to supporting Kenya in its resolve to harness the potential of e-commerce for development.

Digital engagement can increase youth access to timely information, training, or marketing opportunities while providing more venues for peer learning, networking, and participation in policy dialogues. Yet, the transformative power of digital technologies also entails the risk of widening existing divides. As we seek to engage youth in the digital space, we must consider a series of interrelated factors that influence their online experiences ranging from digital access, use, and literacy, to overall information flows, offline communication resources, social interactions, and the norms shaping them. These methodological guidelines will be a useful resource for development professionals who wish to leverage communication and digital technologies in their work with and for youth. The document provides an analytical framework and practical orientation to conduct age-specific and gender-responsive research on digital readiness and the overall communication ecosystem of young people in order to inform inclusive engagement strategies and youth-centred digital services. Section 1 explains the rationale behind investing time and resources in appraising the existing communication ecosystem before designing any initiative aimed at engaging youth in agrifood systems and in rural areas. Section 2 outlines an analytical framework to unpack the digital readiness and the communication ecosystem of young rural women and men along major investigation areas: digital access, use and skills; information flows; offline communication resources; and social capital and social norms. Section 3 describes how to conduct hands-on research combining the use of both qualitative and quantitative methods. Section 4 summarizes final considerations and take-home messages. The Annexes provide two examples of data collection tools, namely a mobile survey questionnaire and a focus group discussion guide, while the Field Stories present real-life examples testifying to the multiple and varied applications of the methodology within the scope of FAO’s Integrated Country Approach (ICA) for Boosting Decent Jobs for Youth in the Agrifood System project.

Book excerpt: Mobile phones and Internet use can enable human capabilities that can contribute to positive developmental outcomes (Smith, Spencer, & Rashid, 2011; Ndung'u & Waema, 2011; Agüero, de Silva & Kang, 2011; Sen, 1999). Communication networks, in Africa particularly mobile phones, have been recognised as an important component for social mobilisation (Castells, 2009). Reports have focused on the role of mobile phones in organising social protests and political mobilization (Comninos, 2011) such as the food protest in Mozambique in 2007/08, and violent ethnic mobilisation in Kenya in 2009 and around the world. Further, since the Arab Spring, the use of the mobile phone for social mobilization has become an increasing focus of research. As part of this research which seeks to explore the role of ICTs in contemporary social and political engagement, this paper presents an empirical assessment of predominant social and demographic factors that are predictors of mobile Internet usage. It is based on nationally representative ICT household survey data collected by Research ICT Africa in 2011 and 2012 across 10 African countries. This study draws on previous studies on technology adoption, and tests on the effect of social factors and demographic variables on mobile Internet usage. Also, it presents descriptive data on network exposure. It poses the following research questions: what are the social aspects and demographic factors influencing mobile Internet usage in selected African countries? To what extent does belonging to specific civic affiliations such as religious, recreational or political groups impact on mobile Internet usage? The odd of using mobile Internet is assessed against demographic factors such as age, gender, income and level of education, among others. The impact of mobile Internet usage for social mobilisation is evaluated against belonging to specific social affiliations such as religious, recreational or political organisations. Other predictors include affiliation with certain social groups and the closeness of the local community. Network exposure was measured in the ICT household surveys, by asking respondents to list how many people out of their top five contacts are users of mobile phones and social network sites. Further, the analysis includes also an assessment of whether the use of the mobile phone increased or decreased contacts with specific social groups. What activities users got involved in through the mobile are also included into the analysis. The study concludes with policy implications on mobile Internet usage in African countries in particular related to democracy, empowerment and capability development. Furthermore, since it investigates whether mobile Internet usage enhances contacts with different social groups such as family, friends, religious or political groups, this study seeks to assess the potential of the technology to mobilise different networks in selected African countries. -- ICT indicators ; Access ; Mobile Internet ; Social Media ; ICT Household Survey ; ICTD
