Book excerpt: The Federal Highway Administration (FHWA's) Climate Change and Extreme Weather Vulnerability Assessment Framework (hereafter, “the framework”) is a guide and collection of resources for use in analyzing the impacts of climate change and extreme weather on transportation infrastructure. Its purpose is to identify key considerations, questions, and resources that can be used to design and implement a climate change vulnerability assessment. It gives an overview of key steps in conducting vulnerability assessments and uses in-practice examples to demonstrate a variety of ways to gather and process information. The framework is comprised of three key steps: defining study objectives and scope; assessing vulnerability; and incorporating results into decision making. The processes, lessons learned, and resources outlined in the framework are geared toward State departments of transportation (DOTs), metropolitan planning organizations (MPOs), and other agencies involved in planning, building, or maintaining the transportation system. It includes suggestions and examples applicable to a wide range of applications, from small qualitative studies to large, detailed, data-intensive analyses.

Book excerpt: As extreme weather events increase in frequency and intensity, it is imperative to understand the existing resilience capabilities of critical physical infrastructure systems and identify areas for future improvement. Seaport systems are host to several interconnected and interdependent critical systems with a diverse set of freight transportation modes and supporting infrastructure systems present. Disruptions to port operations may have severe consequences for both local and regional economies. Therefore, understanding which infrastructure components are critical, vulnerable, and exposed to extreme weather hazards is paramount for identifying assets in need of retrofitting to reduce the risk of failure and increase system resilience. This study presents a conceptual framework to assess the risk of port system assets to extreme weather hazards. A review of relevant literature is presented, followed by the characterization of extreme weather events, a description of Texas port systems and inventory data, and methods and results of port stakeholder outreach activities. Finally, an initial conceptual framework is described that incorporates data and results obtained from previous chapters. The framework is intended to be straightforward for easy implementation and is targeted toward real-world application by port stakeholders. The framework contains four main components: 1) criticality assessment, 2) vulnerability assessment, 3) extreme weather exposure assessment, and 4) physical risk assessment. The risk scores may help inform port stakeholders as to the susceptibility of their infrastructure assets and may offer a tool to increase system resilience through future project selection and allocation measures

Book excerpt: Natural disasters-including hurricanes, earthquakes, volcanic eruptions, and floods-caused more than 220,000 deaths worldwide in the first half of 2010 and wreaked havoc on homes, buildings, and the environment. To withstand and recover from natural and human-caused disasters, it is essential that citizens and communities work together to anticipate threats, limit their effects, and rapidly restore functionality after a crisis. Increasing evidence indicates that collaboration between the private and public sectors could improve the ability of a community to prepare for, respond to, and recover from disasters. Several previous National Research Council reports have identified specific examples of the private and public sectors working cooperatively to reduce the effects of a disaster by implementing building codes, retrofitting buildings, improving community education, or issuing extreme-weather warnings. State and federal governments have acknowledged the importance of collaboration between private and public organizations to develop planning for disaster preparedness and response. Despite growing ad hoc experience across the country, there is currently no comprehensive framework to guide private-public collaboration focused on disaster preparedness, response, and recovery. Building Community Disaster Resilience through Private-Public Collaboration assesses the current state of private-public sector collaboration dedicated to strengthening community resilience, identifies gaps in knowledge and practice, and recommends research that could be targeted for investment. Specifically, the book finds that local-level private-public collaboration is essential to the development of community resilience. Sustainable and effective resilience-focused private-public collaboration is dependent on several basic principles that increase communication among all sectors of the community, incorporate flexibility into collaborative networks, and encourage regular reassessment of collaborative missions, goals, and practices.

The book is based on primary data from the Sundarbans, a densely populated area located across parts of Bangladesh and India (West Bengal) which is highly vulnerable to extreme weather events and climate change. The focus is on assessing how households are affected by cyclones: whether they are able to cope with, adapt to and recover from events and changes; whether they are warned ahead of time; whether they benefit from government safety nets and other social programs; and finally whether they are driven to either temporary or permanent migration. This assessment leads to a better understanding of how exposure to an area of climate change vulnerability and risk affects and shapes human responses.

Book excerpt: The US transportation system is vulnerable to coastal extreme event storms today and this vulnerability will increase with climate change. This vulnerability will increase as sea levels rise. Many projections of future sea levels suggest accelerated rise rates resulting from global climate change. Higher sea levels will combine with future extreme events to increase the vulnerability of coastal highways, bridges, and other transportation infrastructure. Thus, damage from coastal hazards such as hurricanes, high waves, tsunamis, and extreme tides will increase in cost, frequency, and magnitude. It is estimated that over 60,000 roadway miles in the US are exposed to coastal storm surge. The degree to which that exposure, and resulting vulnerability, will increase as a result of climate change is currently unknown. The transportation authorization act, MAP-21 - the Moving Ahead for Progress in the 21st Century, lists “protection against extreme events” as an eligible project purpose for federal funding of construction, replacement, rehabilitation, or preservation of bridges. The FHWA guidance memo entitled “Eligibility of Activities to Adapt to Climate Change and Extreme Weather Events under the Federal-Aid and Federal Lands Highway Program” provides more specific information on the use of federal highway program funds in the planning, design and construction of highways to adapt to extreme events considering climate change. This memo stressed that “consideration of extreme events, their impacts on highways and transportation systems, and development of adaptation strategies should be grounded in the best available scientific approaches.” Adaptation activities need to be based on the current understanding of weather patterns affecting the location of a project or region, as well as projected changes in climate. Thus, there is a need for technical guidance in assessing the exposure and vulnerability of highway infrastructure in the coastal environment that will be impacted by extreme events including considerations of the effects of climate change. This publication is intended to be technical guidance grounded in the “best available scientific approaches” to vulnerability and risk assessment and climate change. The purpose of this manual is to provide technical guidance and methods for assessing the vulnerability of coastal transportation facilities to extreme events and climate change. The focus is on quantifying exposure to sea level rise, storm surge, and wave action. It is anticipated that there will be multiple uses for this information, including risk and vulnerability assessments, planning activities, and design procedure guidance.

Beyond the unquantifiable costs of injury and loss of life from disasters, statistics for 2011 alone indicate economic damages from natural disasters in the United States exceeded $55 billion, with 14 events costing more than a billion dollars in damages each. One way to reduce the impacts of disasters on the nation and its communities is to invest in enhancing resilience-the ability to prepare and plan for, absorb, recover from and more successfully adapt to adverse events. Disaster Resilience: A National Imperative addresses the broad issue of increasing the nation's resilience to disasters. This book defines "national resilience", describes the state of knowledge about resilience to hazards and disasters, and frames the main issues related to increasing resilience in the United States. It also provide goals, baseline conditions, or performance metrics for national resilience and outlines additional information, data, gaps, and/or obstacles that need to be addressed to increase the nation's resilience to disasters. Additionally, the book's authoring committee makes recommendations about the necessary approaches to elevate national resilience to disasters in the United States. Enhanced resilience allows better anticipation of disasters and better planning to reduce disaster losses-rather than waiting for an event to occur and paying for it afterward.
