Book excerpt: The economic corridor approach was adopted by the Greater Mekong Subregion (GMS) countries in 1998 to help accelerate subregional development. The development of economic corridors links production, trade, and infrastructure within a specific geographic area. The review of these corridors was conducted to take into account the opening up of Myanmar and ensure that there is a close match between corridor routes and trade flows; GMS capitals and major urban centers are connected to each other; and the corridors are linked with maritime gateways. The review came up with recommendations for possible extension and/or realignment of the corridors, and adoption of a classification system for corridor development. The GMS Ministers endorsed the recommendations of the study at the 21st GMS Ministerial Conference in Thailand in 2016.

Acknowledging the role of external geopolitics, the authors analyze the efforts of these border provinces to incentivize neighboring countries to cooperate with them on areas of trade, investment, and nontraditional security. China’s foreign policy concepts toward its weak neighbouring states, such as the ‘One Belt, One Road’ strategy, are premised on the assumption that economic exchange and a commitment to common development are the most effective means of ensuring stability on its borders. This book, however, argues that China’s overreliance on economic exchange as the basis for its bilateral relations contains inherently self-defeating qualities that have contributed and can further contribute to instability and insecurity within China’s periphery. Unequal economic exchange between China and its weak neighbours results in Chinese influence over the state’s domestic institutions, what this book refers to as ‘structural power’. Chinese structural power, in turn, can undermine the state’s development, contribute to social unrest, and exacerbate existing state/society tensions—what this book refers to as ‘structural violence’. For China, such outcomes lead to instability within its peripheral environment and raise its vulnerability to security threats stemming from nationalism, separatism, terrorism, transnational organised crime, and drug trafficking, among others. This book explores the causality between China’s economically-reliant foreign policy and insecurity in its weak peripheral states and considers the implications for China’s security environment and foreign policy. This book will be of much interest to students of Chinese politics, Asian security studies, international political economy and IR in general.

Book excerpt: The global financial and economic shock of 2007-09 is the third major economic crisis to have buffeted Cambodia in its post-conflict period, coming in the wake of the food crisis of 2007-08 and just a decade after the Asian financial crisis of 1997-98 (the "triple crises"). Cambodia's post-conflict history can be divided into two periods: 1991-98, referred to as the early phase of transition during which the first of the triple crises, the Asian financial crisis, occurred; and 1998 to the present, the late phase of transition during which the food and economic shocks transpired. A stocktake of the developments in Cambodia's post-conflict history suggests that the country has come a long way in reinstituting the foundations of a capitalist economic and procedural democracy but has yet to make significant headway in economic sophistication and substantive democracy. The triple crises were different, yet had similar characteristics. They were all exogenously-driven shocks with their own specific causes but their effects were shaped by the country's situation at the time. In terms of magnitude of impact, the global financial and economic downturn was the worst of the three crises. That it caused the first ever growth contraction in the post-conflict period was sufficient rationale for the series of studies that substantiate this book. Like the two shocks that preceded it however, the way it impacted on Cambodia cannot be understood in isolation from the overall post-conflict milieu. The thesis here is not that endogenous factors caused the crisis. It is simply that endogenous factors shaped the impact of the crisis and a historical, as opposed to a static, analysis better illuminates the nature of the impact. This book is an in-depth comprehensive examination of the impact of the global financial and economic crisis on Cambodia. It probes into the effects of the shock at macro, sectoral and micro levels using qualitative and quantitative techniques.
