Book excerpt: This book investigates spatial institutional variation and its influence on entrepreneurial activity in the Russian Federation, building on an innovative geometric clustering approach. The book looks into how entrepreneurial entry can be explained by institutional factors at the regional level. Furthermore, it examines the relevance of understanding entrepreneurial ecosystems as systems of interrelated elements whose overall function may be impeded by individual components. Most importantly, substantial evidence is presented that higher levels of regional democratization and the liberties that come with them are essential prerequisites for higher rates of entrepreneurial entry and innovation in Russia. The author draws on a comprehensive panel dataset and an unconventional prediction model approach to account for the interrelatedness of institutions with regard to their effects on entrepreneurship. The heterogeneous transition context of the Russian Federation, which continues to have one of the lowest shares of innovative founders, provides an ideal setting for investigating the tedious efforts to tilt at the windmills of transition. Accordingly, the book is a must-read for researchers, scholars, practitioners and policymakers seeking a better understanding of spatial economics, entrepreneurship, economic development, transition economics, public administration and political studies.

Book excerpt: Within the context of the follow-up to the single market review, the European Commission has screened EU manufacturing and service sectors for problems of market malfunctioning. This paper investigates the nature of these problems in the 23 selected sectors and focuses on the following four dimensions of market functioning: regulation, integration, competition and innovation. In spite of the data limitations, regulation appears to be a cross-cutting factor affecting market functioning in many sectors. The service sectors, in particular, show signs of an unexploited potential in terms of market integration and competition pressures. In all selected sectors there are indications of an unsatisfactory innovation performance. Overall, the analysis appears to confirm the results of the initial sector screening.

In the most recent report, Assessing the potential for Civil- Military Integration, OTA examined the potential for making greater use of common technologies, processes, labor, equipment, material, and/or facilities to meet both defense and commercial needs. This effort, often termed civil-military integration or CMI, is believed by many observers to be an essential element of a successful U.S. national security strategy. OTA's assessment found that greater CMI is possible, and confirmed the potential for cost savings and increased technology transfer as the result of increased integration. The assessment noted that CMI appears essential if defense is to take advantage of many rapidly developing commercial technologies.

The focal point of the value chain remains as a manufacturing system and its operations whiles flows of parts/materials and information and services across the supply/value chain tiers are taken into account. The book emphasises on the two innovative paradigms of Reconfigurable Manufacturing Systems (RMS) and the 4th industrial revolution (Industry 4.0) along with their incorporated development. RMS, as a relatively new paradigm, has been introduced to meet the requirements of ‘the factories of the future’, which is aimed by Industry 4.0, though introducing greater responsiveness and customised flexibility into production systems, in which changes in product volumes and types occur regularly. Manufacturing responsiveness can be achieved by RMS through reconfiguring the production facilities according to changing demands of products and new market conditions. The book addresses challenges of mass-customisation and dynamic changes in the supply-chain environment by focusing on developing new techniques related to integrability, scalability and re-configurability at a system level and manufacturing readiness in terms of financial and technical feasibility of RMS. It demonstrate the expected impacts of an RMS design on operational performance and its supply/value chain in the current/future manufacturing environment facing dynamic changes in the internal/external circumstances. In order to establish a circular economy through the RMS value chain, an integrated data-based reconfiguration link is introduced to incorporate information sharing amongst the value chain stakeholders and facilitate grouping products into families with allocation of the product families to the corresponding system configurations with optimal product-process allocation. Decision support systems such as multi criteria decision making tools are developed and applied for the selection of product families and optimising product-process configuration. The proposed models are illustrated through real case studies in applicable manufacturing firms.
