Book excerpt: Citizens’ aspirations for the future are politically important; they are linked to welfare and whether citizens engage in forward-looking political and economic behavior. How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

Book excerpt: An introduction to a large and complicated subject, which has come to be called the Scientific Revolution, this book refers to the fundamental changes in our understanding of the natural world that occurred in the sixteenth and seventeenth centuries. These changes led to a rejection of ancient and medieval thinking about the universe in favor of the new thinking that gave birth to modern science. Professor Jacob does not pretend to tell the whole story of this momentous transformation, which is perhaps more important than any other in modern history. But he does highlight and survey what are often considered to be the six principal developments associated with this shift from old to new science. The six changes are: first, the abandonment of an ancient Greek picture of an earth-centered universe and its replacement by the modern picture of a solar system surrounded by an enormous universe; second, the gradual rejection of the Aristotelian binary physics in favor of the modern physics of universal forces; third, a medical revolution that culminated in the discovery of the circulation of the blood, and put animal (and human) physiology on a new foundation; fourth, the shift from an Aristotelian theory of knowledge to a modern skepticism; fifth, the development of new methods for establishing scientific certainty; and, finally, the founding of the world's first national, government-sponsored scientific societies for promoting research, spreading scientific knowledge, and stimulating inquiry.

Celestial Aspirations explores how British literature and art during that period exploited classical representations of these soaring themes—through philosophical, scientific and poetic flights of the mind; the ascension of the disembodied soul; and the celestial glorification of the ruler. From textual reachings for the heavens in Spenser, Marlowe, Shakespeare, Donne and Cowley, to the ceiling paintings of Rubens, Verrio and Thornhill, Philip Hardie focuses on the ways that the history, ideologies and aesthetics of the postclassical world received and transformed the ideas of antiquity.
