How do natural disasters affect aspirations, and can governments’ social protection policies successfully mitigate any damaging effects? If natural disasters threaten aspirations, there is strong policy interest in understanding these threats and what government can do to protect aspirations. This article uses Pakistan’s 2010 floods to identify the effects of a natural disaster on citizens’ aspirations. Aspirations were significantly reduced—especially among the poorest and most vulnerable. However, by exploiting exogenous variation in access to targeted government social protection, the authors show that social protection following natural disasters can significantly reduce their negative aspirational effects. This offers a new understanding of government social protection. It not only raises social welfare in the short term by restoring livelihoods and replacing damaged assets; it also has an enduring effect by raising citizens’ aspirations for the future. The authors show not only that the aspirations of citizens matter for citizens’ behaviors, but also that government policies can effectively protect and increase those aspirations. This implies that the value and efficacy of government disaster relief programs are underestimated when aspirations are not taken into account.

Higher aspirations on the part of husbands predicts more egalitarian gender attitudes for both the husband and his wife. However, higher aspirations on the part of wives may be an even more important predictor of women's empowerment. In particular, higher aspirations on the part of wives predict both more egalitarian gender attitudes (for both the husband and his wife) as well as greater involvement of women in household decision-making, as agreed by both the wife and her husband.

Book excerpt: Developing policies to foster inclusive rural transformation processes requires better evidence on how climate change is affecting the livelihoods and economic behaviours of vulnerable rural people, including women, youths and people living in poverty. In particular, there is little comparative, multi-country and multi-region evidence to understand how exposure to weather shocks and climate change affects the drivers of rural transformation and adaptive actions across different segments of rural societies and in different agro-ecological contexts. This evidence is essential because, while climate risk and adaptive actions are context specific and require local solutions, global evidence is important for identifying shared vulnerabilities and priority actions for scaling up effective responses. This report assembles an impressive set of data from 24 low- and middle-income countries in five world regions to measure the effects of climate change on rural women, youths and people living in poverty. It analyses socioeconomic data collected from 109 341 rural households (representing over 950 million rural people) in these 24 countries. These data are combined in both space and time with 70 years of georeferenced data on daily precipitation and temperatures. The data enable us to disentangle how different types of climate stressors affect people’s on-farm, off-farm and total incomes, labour allocations and adaptive actions, depending on their wealth, gender and age characteristics.

Book excerpt: Although Nepal formulated an agricultural mechanization promotion policy in 2014, there is still much to learn about tailoring mechanization policies to different types of farm households. The Terai belt in Nepal has seen steady growth in tractor use in the past 20 years, but heterogeneity exists among farm households. In this study, we use Nepal Living Standards Survey data to analyze such heterogeneity from a farm typology perspective. We characterize farm households based on use of external agricultural inputs, including tractors. Growth of tractor use in the Terai is associated with input use intensification per cultivated area, rather than significant expansion of cultivated area. Tractor use in the Terai appears to have grown as part of such land-saving intensification, although larger farm owners do hire in more tractors. We find that differences in household income portfolios are not straightforward between tractor renters and nonrenters, without clear differences in specialization of economic activities as well as farming systems. Tractor renters consist of various types, including the power-intensive mechanizer, intensive labor hirer, and fertilizer-based intensifier. Such heterogeneity recommends the use of tailored mechanization policy options.

Book excerpt: This paper brings structure to the discussion of private-sector engagement in nutrition by clarifying different models of engagement, reviews the evidence base on public-private partnerships (PPPs) for the reduction of undernutrition, and outlines some potential ways forward. We find that there are few independent, rigorous assessments of the impact of commercial-sector engagement in nutrition. Considerable caution is thus warranted when assessing PPPs in nutrition. Looking forward, future progress requires that the private sector recognize that past and current actions by some firms have created an environment of mistrust. It requires that the public sector accept that sustainable PPPs are those which permit private firms to generate profits. There is significant scope for the private sector to drive innovations that could reduce undernutrition, and, more speculatively, there may be scope for the private sector to act as a financier. Underpinning all these efforts must lie open discussions of the objectives, roles, and expectations of all parties along with potential conflicts of interest; an open space or platform where issues and challenges can be discussed and addressed; incentives for the private sector to take on pro-nutrition roles; strong, transparent, and well-enforced monitoring processes; and serious, independent evaluations of these activities.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The sector employs almost half of the country's labor force, supplies key inputs to the country's manufacturing sector, generates a significant share of export earnings, and nourishes a rapidly growing population. Further, beyond agriculture is the wider rural economy, including nonfarm economic activities such as small enterprises, transport services, village retail shops, local schools, and clinics, all of which account for an estimated 40 to 57 percent of total rural household income. Given the importance of these rural activities, the slow growth of agriculture in recent years—averaging just 2.8 percent during the period 2010-2014—should be a source of concern for Pakistan. Can the country's agricultural sector and rural economy once again play a significant role in growth and development? Can it contribute to poverty reduction? Agriculture and the Rural Economy in Pakistan: Issues, Outlooks, and Policy Priorities seeks to answer these questions by examining the performance of both agriculture and the rural economy. This finding is consequential because it suggests a double burden of such shocks: they deplete the income and assets of the poor today while also contributing to lower aspirations for (and thus investments in) the future. This double burden demands a double role for resilience strategies: to restore the livelihoods of the poor today while also raising aspirations for the future. These findings are consistent with IFPRI research in rural Ethiopia on the formation and impact of aspirations. The various IFPRI studies suggest that the poor suffer from especially low aspirations, and having higher aspirations may reduce poverty and improve resilience by leading to greater productive investments.

Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.
