Book excerpt: El 12 de febrero de 2012 entró en vigor Real Decreto-Ley 3/2012, de 10 de febrero, de medidas urgentes para la reforma del mercado laboral; más allá de las hipérboles con que sus partidarios o detractores resaltan virtudes o defectos, constituye norma muy relevante, extensa, valiente, compleja y polémica. El Real Decreto-Ley 3/2012 es “de urgencia” pero no improvisado: responde a una lógica bien definida y afecta a instituciones nucleares de las relaciones laborales: modalidades contractuales, movilidad funcional, modificaciones sustanciales, traslados, suspensiones de contratos, reducciones de jornada, extinciones y despidos, control del absentismo, negociación colectiva, papel de la Administración laboral... Lo más llamativo (indemnización por despido improcedente de 33 días) resulta ser casi anecdótico si se repara en elenco de novedades: contrato de fomento para PYMES, posibilidades que se abren a la negociación, fórmulas que flexibilizan los procesos de toma de decisiones en materias capitales: salarios, descuelgues (también en tiempo y sistema de trabajo, funciones, mejoras voluntarias), reformulación de las causas económicas (trimestres de disminución de ingresos), eliminación de la autorización administrativa en los ERES, viabilidad de éstos en el sector público, práctica desaparición de los salarios de tramitación, fortalecimiento de los convenios de empresa, ultraactividad bienal de los convenios, permiso retribuido para la formación, privatización en intermediación o formación ocupacional, innovaciones procesales concordantes,etc. Este libro pretende ofrecer al lector interesado (Directores de Recursos Humanos, Abogados laboralistas, Graduados Sociales) una primera aproximación al impacto de esta reforma en nuestra legislación laboral, incluyendo criterios y pautas para la comprensión de una norma de enorme trascendencia social y económica.

Here, Alan Manning mounts a systematic challenge to the standard model of perfect competition. Monopsony in Motion stands apart by analyzing labor markets from the real-world perspective that employers have significant market (or monopsony) power over their workers. Arguing that this power derives from frictions in the labor market that make it time-consuming and costly for workers to change jobs, Manning re-examines much of labor economics based on this alternative and equally plausible assumption. The book addresses the theoretical implications of monopsony and presents a wealth of empirical evidence. Our understanding of the distribution of wages, unemployment, and human capital can all be improved by recognizing that employers have some monopsony power over their workers. Also considered are policy issues including the minimum wage, equal pay legislation, and caps on working hours. In a monopsonistic labor market, concludes Manning, the "free" market can no longer be sustained as an ideal and labor economists need to be more open-minded in their evaluation of labor market policies. Monopsony in Motion will represent for some a new fundamental text in the advanced study of labor economics, and for others, an invaluable alternative perspective that henceforth must be taken into account in any serious consideration of the subject.
