These institutions had the two-fold goal of combatting the two phenomena that had for centuries characterised the history of infancy – infant mortality and the abandonment of babies. Drawing on a wealth of printed sources and in the light of the most recent and authoritative historical investigations, Dorena Caroli discusses the origins of the first crèche, established in Paris in 1844 by Firmin Marbeau, going on to compare and contrast the reception of the French model of care and assistance for babies and infants in a number of different European countries – England, Germany, Russia and Italy. This book fills a significant lacuna in the studies of infant history and the educational institutions designed for infants, providing a clear and broad picture not only of the practices followed but also of the evolution of “puericulture” and medical theories about very young children held in Europe in the nineteenth and twentieth centuries. Ma la ricerca contemporanea nasce ancora da quella storica, dove lo studio delle esperienze socio-educative fondamentali dell'uomo o la storia della mentalità formativa sono inevitabilmente fonte di esperienza per costruire o ricostruire le azioni formative del presente. A partire dalla modernità, gli orientamenti formativi ratificano un’esigenza percepita diffusamente, di responsabilità (umanesimo metodologico: Barocco, Scienza Nuova, Illuminismo) e di intenzionalità formative (umanesimo storico e dialettico: Romanticismo e movimenti dell’Ottocento e Primo Novecento), di valorizzazione delle potenzialità del singolo, che rifiuta le forme di omologazione e standardizzazione di pensiero e atteggiamenti che frammentano e impoveriscono la condizione esistenziale degli individui. Lanciando uno sguardo al futuro sulla base del passato la ricerca storico-educativa si conclude con la proposta di un framework dinamico dell’eco-identità inteso come contributo per elaborare un nuovo progetto di uomo per la formazione contemporanea.

Theories of those economics as well as empirical analyses have been developed dramatically in various directions in recent years. One direction has been to reflect real economic circumstances, especially in Japan. In the early 2000s, Japan experienced the so-called great merger (or consolidation) of municipalities in the Heisei era (1999 through the present), with the number of municipalities shrinking from 3,232 to 1,821 for increasing administrative and financial efficiency. This phenomenon is mainly due to a drastic change in demography in Japan: the dimishing birthrate and aging population. Following the consolidation, regional coordination has been undertaken to raise overall administrative and financial efficiency. In sum, various types of public policies for tackling the decreasing birthrate and aging population have been carried out. Urban sprawl and the timing of municipal mergers are dealt with from a broad point of view, and public child care services and tax competition are investigated from a policy standpoint. Another direction has been to incorporate new ideas for forming theoretical frameworks for local public finance, most of which have been based on static situations. In the recent trend toward globalization, local governments have attended not only to the welfare of residents but also to the interests of regional economic development. In addition, decision making by local governments has tended to be affected by political activities. Thus, the endogenous growth setting and lobbying activities for the activities of local governments are discussed in the book. With these new directions for analyses, the author tackles the topics of tax competition, cross-border shopping, local provision of public goods, and soft budgets, thus covering a broad range of aspects of local public finance.

An increasing share of mothers work, but many European welfare states do not adequately support the dual-earner model, especially in southern Europe. After 2005, German policy-makers transformed the nature of Germany’s family policy regime through a number of legislative measures, whilst Italy, a country with many similarities, witnessed little change. Using a multi-methods approach, this book addresses the puzzle of why Germany was able to implement far-reaching reforms in this policy area after a long impasse and Italy was not. As such, it delivers a broad, systematic account of these reforms and sheds light on why similar reforms were not also adopted in other similar welfare states at the same time. Cold War-related research has mostly interpreted it as an instrument to pursue European integration, or to solidify détente "from below". However, municipalities were not only administrative, neutral actors, but also bearers of political content. This is particularly visible in the case of Italian towns located in the Western bloc, guided by socialist-oriented administrations, and their "twin" counterparts in the German Democratic Republic. This volume explores the connections initiated by such towns in the 1960s-1970s, focusing on socialist-specific conceptions which fueled the policies implemented by "red" municipalities, in managing local economies and social policies, but also in maintaining a lively and interconnected transnational microsociability among grassroots activists. Despite the increasing ideological divergences between Eastern and Western communists, and between Italian democratic communists and the more dogmatic and repressive, strictly pro-Soviet ones in the GDR, communication continued to flourish on the local level. The book explores what still linked the two worlds together, the "bright side of socialism": in this case, a common symbolism related to the past, practical exchanges in the present dimension, and a shared future imagination and conception of the town on the basis of a socialist horizon, built around welfare and services for citizens and workers.
