From 1973 to the present, Barbara Harriss-White has watched India’s development through the lens of an ordinary town in northern Tamil Nadu, Arni. It grounds general economic processes in the social specificities of a given place and region. In the process, continuity is juxtaposed with abrupt change. Book excerpt: Most social science studies of local organizations tend to focus on "civil society" associations, voluntary associations independent from state control, whereas government-sponsored organizations tend to be theorized in totalitarian terms as "mass organizations" or manifestations of state corporatism. Roots of the State examines neighborhood associations in Beijing and Taipei that occupy a unique space that exists between these concepts. Benjamin L. Read views the work of the neighborhood associations he studies as a form of "administrative grassroots engagement." States sponsor networks of organizations at the most local of levels, and the networks facilitate governance and policing by building personal relationships with members of society. Association leaders serve as the state's designated liaisons within the neighborhood and perform administrative duties covering a wide range of government programs, from welfare to political surveillance. These partly state-controlled entities also provide a range of services to their constituents. Neighborhood associations, as institutions initially created to control societies, may underpin a repressive regime such as China's, but they also can evolve to empower societies, as in Taiwan. This book engages broad and much-discussed questions about governance and political participation in both authoritarian and democratic regimes.

In Welfare for Autocrats, Jennifer Pan shows that China has reshaped its major social assistance program, Dibao, around this preoccupation, turning an effort to alleviate poverty into a tool of surveillance and repression. This distortion of Dibao damages perceptions of government competence and legitimacy and can trigger unrest among those denied benefits. Pan traces how China's approach to enforcing order transformed at the turn of the 21st century and identifies a phenomenon she calls seepage whereby one policy--in this case, quelling dissent--alters the allocation of resources and goals of unrelated areas of government. Using novel datasets and a variety of methodologies, Welfare for Autocrats challenges the view that concessions and repression are distinct strategies and departs from the assumption that all tools of repression were originally designed as such. Pan reaches the startling conclusion that China's preoccupation with order not only comes at great human cost but in the case of Dibao may well backfire.

Book excerpt: Featuring a wide geographical scope, this collection of essays surveys enterprise and welfare reforms in all the remaining four Asian communist states: China, Vietnam, Laos and North Korea. Since the collapse of the Soviet Union they can no longer place major reliance upon assistance from other 'fraternal' states and have to devise their own strategies for survival. All have shown a trend towards greater reliance on market forces, though in different ways and to varying degrees. Enterprise management has to adapt to this. In some of them entrepreneurs have become politically and socially acceptable. They may even begin to set trends for social evolution. Yet since state entreprises used to be responsible for all welfare payments to employees and their families, management reforms cannot be separated from those of welfare arrangements. Reducing an enterprise's non-commerical obligations for the sake of greater market efficiency is bound to affect welfare provision. It also reopens the role of official trade unions. How these regimes cope with these conflicting pressures are vital factors in their long-term viability.

Book excerpt: Agriculture is a major contributor to Africa’s GDP, the region’s biggest source of employment and its largest food producer. However, agricultural productivity remains low and buyer-driven global value chains offer few opportunities for small producers to upgrade into higher value-added activities. In recent years, the revival of Africa’s cooperatives has been celebrated by governments and international donors as a pathway towards inclusive agricultural development, and this book explores the strengths but also the issues which surround these cooperatives. The book scrutinizes the neoliberal ideal of economic prosperity arising through the operation of liberalized labor markets by illuminating the discriminatory nature of Uganda’s informal labor relations. It points to the role of cooperatives as a potential instrument of progressive change in African export agriculture, where large numbers of small producers depend on casual wage work in addition to farming. In contrast to the portrayal, advanced by some governments and rarely questioned by donors, of an unproblematic co-existence of small producers’ collective action and big capital interests, the author calls for a re-politicized debate on the Social and Solidarity Economy. As part of this, she highlights the adverse political and economic conditions faced by African cooperatives, including intense international competition in agricultural processing, inadequate access to infrastructure and services, and at times antagonistic state-cooperative relations. Supported by wide-ranging interdisciplinary evidence, including new ethnographic, survey and interview data, this book shows how cooperatives may be co-opted by both the state and corporations in a discourse that ignores structural inequalities in value chains and emphasizes poverty reduction over economic and political empowerment. It provides a critique of New Institutional Economics as a framework for understanding how institutions shape redistribution, and develops a political economy approach to explore the conditions for structural change in African export agriculture.

China’s rapid socio-economic transformations since 1978 have been in large part attributed to China’s state transformations. The author closely investigates Ningbo’s two downtown redevelopment projects by conducting ethnographic fieldwork and documentary research. It is found that the local entrepreneurial state deploys local state enterprises to undertake strategic urban redevelopment projects, organizes high-profile city/district marketing campaigns in entrepreneurial manners, and develops corporatist intermediations with local business owners for collaborative urban governance. Yet the local entrepreneurial state is multi-layered, with the municipal and district authorities sometimes disagreeing, conflicting, and bargaining with each other. Meanwhile, the relationship between spaces and their users, as well as that between various space users, constantly changes. All these players and their interactions constitute “spatial politics”, or the story of conflicts, struggles, negotiations, and collaborations in urban governance. This work, based on six months of fieldwork, will appeal to scholars in the social sciences and experts in Asian Studies.

In Japan, which has the second largest higher education system in the world in terms of overall expenditure, almost 80% of all university students attend private institutions. According to some estimates up to 40% of these institutions are family businesses in the sense that members of a single family have substantive ownership or control over their operation. This book offers a detailed historical, sociological, and ethnographic analysis of this important, but largely under-studied, category of private universities as family business. It examines how such universities in Japan have negotiated a period of major demographic decline since the 1990s: their experiments in restructuring and reform, the diverse experiences of those who worked and studied within them and, above all, their unexpected resilience. It argues that this resilience derives from a number of 'inbuilt' strengths of family business which are often overlooked in conventional descriptions of higher education systems and in predictions regarding the capacity of universities to cope with dramatic changes in their operating environment. This book offers a new perspective on recent changes in the Japanese higher education sector and contributes to an emerging literature on private higher education and family business across the world.
