The Obama administration has announced a “rebalancing” of the U.S. military posture in the region, in reaction primarily to the startling improvement in Chinese air and naval capabilities over the last decade or so. This timely study sets out to assess the implications of this shift for the long-established U.S. military presence in Asia and the Pacific. This presence is anchored in a complex basing infrastructure that scholars—and Americans generally—too often take for granted. In remedying this state of affairs, this volume offers a detailed survey and analysis of this infrastructure, its history, the political complications it has frequently given rise to, and its recent and likely future evolution. American seapower requires a robust constellation of bases to support global power projection. Given the rise of China and the emergence of the Asia-Pacific as the center of global economic growth and strategic contention, nowhere is American basing access more important than in this region. Yet manifold political and military challenges, stemming not least of which from rapidly-improving Chinese long-range precision strike capabilities, complicate the future of American access and security here. This book addresses what will be needed to maintain the fundaments of U.S. seapower and force projection in the Asia-Pacific, and where the key trend lines are headed in that regard. This book demonstrates that U.S. Asia-Pacific basing and access is increasingly vital, yet increasingly vulnerable. It demands far more attention than the limited coverage it has received to date, and cannot be taken for granted. More must be done to preserve capabilities and access upon which American and allied security and prosperity depend.

But An Absent Presence is the first to focus on how popular representations of this unparalleled episode in U.S. history affected the formation of Cold War culture. Caroline Chung Simpson shows how the portrayal of this economic and social disenfranchisement haunted—and even shaped—the expression of American race relations and national identity throughout the middle of the twentieth century. Simpson argues that when popular journals or social theorists engaged the topic of Japanese American history or identity in the Cold War era they did so in a manner that tended to efface or diminish the complexity of their political and historical experience. As a result, the shadowy figuration of Japanese American identity often took on the semblance of an “absent presence.” Individual chapters feature such topics as the case of the alleged Tokyo Rose, the Hiroshima Maidens Project, and Japanese war brides. Drawing on issues of race, gender, and nation, Simpson connects the internment episode to broader themes of postwar American culture, including the atomic bomb, McCarthyism, the crises of racial integration, and the anxiety over middle-class gender roles. By recapturing and reexamining these vital flashpoints in the projection of Japanese American identity, Simpson fills a critical and historical void in a number of fields including Asian American studies, American studies, and Cold War history.

Wang questions the tendency of critics and academics alike to occlude the role of race in their discussions of the American poetic tradition and casts a harsh light on the double standard they apply in reading poems by poets who are racial minorities. This is the first sustained study of the formal properties in Asian American poetry across a range of aesthetic styles, from traditional lyric to avant-garde. It is in this region that the interests and ambitions of the United States, the Soviet Union, Japan, and the People's Republic of China most frequently intersect. At least partially in response to these realities, new or strengthened alignments or relationships-most of them tentative and not yet fully formed-are developing in the region. Among these developments are the Sino-American and Sino-Japanese rapprochements, growing unity within the Association of Southeast Asian Nations (ASEAN), and improved relations between ASEAN and China. Whether these developments will serve to ease significantly the heightened uncertainties, tensions, and strains in the region remains to be seen. For most of the nations of the Asian/Pacific region, the post--World War II decades have been a period of significant economic growth and progress toward the development of viable and stable political institutions. As diplomatic interactions have become ever more complex, and as trade relations among the various countries have expanded, both the economic vitality and the geopolitical importance of the region have gained increasing recognition. Careful consideration of these varied and complex concerns has led a number of observers to conclude that today's interna-tional environment requires greater emphasis on security-related matters in Asia and the Pacific Basin. Acting upon this conviction, the National Strategy Information Center and five cooperating organizations co-sponsored a conference on "New Foundations for Asian and Pacific Security" at Pattaya, Thailand in December 1979. This book contains the addresses, conference papers (some in slightly altered form), and committee reports that constituted the formal substantive aspects of the conference.
