Many countries in Asia, in fact, are not making a decisive move towards democracy, and find themselves struggling with the challenges of democratic consolidation and governance. Focusing on Indonesia, Thailand and Korea, this book analyses why democratisation is so difficult in Asia. The book investigates the dynamics by which citizens embrace democratic rule and reject authoritarianism, and also compares these dynamics with those of consolidating democracies around the world. The book looks at the forces that affect the emergence and stability of democracy, such as elite interactions, economic development and popular attitudes as beliefs and perceptions about the legitimacy of political systems have long been recognised as some of the most critical influences on regime change. The book also discusses what it is about the nature of public opinion and the processes of day-to-day democratic participation that have made these countries vulnerable to repeated crises of legitimacy. Using Indonesia, Korea, and Thailand as case studies, this book highlights the uniqueness of the Asia’s path to democracy, and shows both the challenges and opportunities in getting there. Book excerpt: East Asian democracies are in trouble, their legitimacy threatened by poor policy performance and undermined by nostalgia for the progrowth, soft-authoritarian regimes of the past. Yet citizens throughout the region value freedom, reject authoritarian alternatives, and believe in democracy. This book is the first to report the results of a large-scale survey-research project, the East Asian Barometer, in which eight research teams conducted national-sample surveys in five new democracies (Korea, Taiwan, the Philippines, Thailand, and Mongolia), one established democracy (Japan), and two nondemocracies (China and Hong Kong) in order to assess the prospects for democratic consolidation. The findings present a definitive account of the way in which East Asians understand their governments and their roles as citizens. Contributors use their expert local knowledge to analyze responses from a set of core questions, revealing both common patterns and national characteristics in citizens' views of democracy. They explore sources of divergence and convergence in attitudes within and across nations. The findings are sobering. Japanese citizens are disillusioned. The region's new democracies have yet to prove themselves, and citizens in authoritarian China assess their regime's democratic performance relatively favorably. The contributors to this volume contradict the claim that democratic governance is incompatible with East Asian cultures but counsel against complacency toward the fate of democracy in the region. While many forces affect democratic consolidation, popular attitudes are a crucial factor. This book shows how and why skepticism and frustration are the ruling sentiments among today's East Asians.

This book analyses how the Bush administration understood and pursued its interests in the Central Asia states, namely Kyrgyzstan, Tajikistan, Kazakhstan, Uzbekistan, Turkmenistan. It discusses the shift in US interests after September 11 and highlights key ideas, actors and processes that have been driving US policy in Central Asia. The author examines the similarities between the Bush and Obama administrations’ attitudes towards the region, and he points to the inadequacy of the personality focused, partisan accounts that have all too often been deployed to describe the two presidential administrations. To understand US Central Asian policy, it is necessary to appreciate the factors behind its continuities as well as the legacies of the September 11 attacks. Using case studies on the war on terror, energy and democracy, drawing on personal interviews with Americans and Central Asians as well as the fairly recent releases of declassified and leaked US Government documents via sources like the Rumsfeld Papers and Wikileaks, the author argues that the US approached Central Asia as a non-unitary state with an ambiguous hierarchy of interests. Traditionally domestic issues could be internationalised and non-state actors were able to play significant roles. The actual relationships between its interests were neither as harmonious nor as conflicted as the administration and some of its critics claimed. Shedding new light on US relations with Central Asia, this book is of interest to scholars of Central Asia, US Politics and International Relations.
