As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.

A few selected Asian states are in examination. Two small states, South Korea and Taiwan, and two big powers, Japan and India, are taken as case studies to examine the variation in the response. There are vast literatures available on the quantitative aspect of China's modernisation and expansion, and the response to it, but there is lack on the qualitative aspect of the modernisation program and the responses. The Research Questions What factors drive China's naval modernisation and expansion? What are the security implications of China's naval modernisation and expansion for the security of Asian region? How is the region balancing this potential assertiveness and subsequent security threat? Why Japan, Taiwan, and South Korea reacted so differently considering the similar contexts and same disputed waters? How India reacted to the China aggressive moves in the Indian Ocean? Book excerpt: Lo Jung-pang argues that during each of the three periods when imperial China embarked on maritime enterprises (the Qin and Han dynasties, the Sui and early Tang dynasties, and Song, Yuan, and early Ming dynasties), coastal states took the initiative at a time when China was divided, maritime trade and exploration subsequently peaked when China was strong and unified, and declined as Chinese power weakened. At such times, China's people became absorbed by internal affairs, and state policy focused on threats from the north and the west. These cycles of maritime activity, each lasting roughly five hundred years, corresponded with cycles of cohesion and division, strength and weakness, prosperity and impoverishment, expansion and contraction. In the early 21st century, a strong and outward looking China is again building up its navy and seeking maritime dominance, with important implications for trade, diplomacy and naval affairs. Events will not necessarily follow the same course as in the past, but Lo Jung-pang's analysis suggests useful questions for the study of events as they unfold and decades to come.
