In light of the turn toward scholarship focused on imperialism and postcolonialism, this provocative collection investigates whether the nation remains central, adequate, or even possible as an analytical category for studying history. These twenty essays, primarily by historians, exemplify cultural approaches to histories of nationalism and imperialism even as they critically examine the implications of such approaches. While most of the contributors discuss British imperialism and its repercussions, the volume also includes, as counterpoints, essays on the history and historiography of France, Germany, Spain, and the United States. Whether looking at the history of the passport or the teaching of history from a postnational perspective, this collection explores such vexed issues as how historians might resist the seduction of national narratives, what—if anything—might replace the nation’s hegemony, and how even history-writing that interrogates the idea of the nation remains ideologically and methodologically indebted to national narratives. Book excerpt: In this pioneering study, Sheilah Hamilton shows that, from the earliest days of British rule, the colonial administration introduced harsh legislation to control Chinese watchmen who were employed to protect the fledgling colony's property in the absence of an effective public police force. She examines the growth in different Hong Kong Government departments of what would now be regarded as 'hybrid' police and argues that the existence of such posts within the civil service resulted in greater social control of the local Chinese community at minimal extra expense. Amongst the topics of private security explored are: the impact of the few private security personnel engaged by local Chinese organizations such as the Nam Pak Hong, Tung Wah Hospital and Po Leung Kuk; the evolution of the District Watch Force from a force engaged in purely local security duties to an arm of the Hong Kong Government involved in non-security matters such as controversial sanitary inspections; and the unique system of village guards and scouts in the New Territories. A particular focus is the early maritime security problems and the internal security forces of Hong Kong's shipping companies. A final chapter compares the situation in Hong Kong and explores the similarities and differences with Shanghai during the period.

Book excerpt: It may be tempting to view political development and democratization in East Asia from a global view and conclude that the contours of democracy will converge throughout the world. However, a close examination of the cultural and economic development of Asian societies suggests a contrary picture. The story of Asia is one of political and economic survival, in which political elites sought to legitimate their authority through the use of both traditional and modern symbols. Traditional communitarian values and the modern symbols of economic growth and materialism coexist in Asian political systems. The stability and legitimacy of Asian governments depend on the ability of political elites to balance these symbols. As globalization proceeds, the standard traditional and modern symbols have waned in their effectiveness. Therefore, democracy as a symbol and practice can provide new sources of legitimacy to these political systems. Compton's Asian political development model is tested with quantitative indicators and through a series of case studies. The three case studies—Japan, South Korea, and Thailand—build on each other through a rigorous historical comparison. While the case studies themselves are interesting, he makes connections to the model and tests the congruence of these cases to the model, and concludes that the model's validity is predicated on the internal environment, including culture and economy. Of particular interest to scholars, students, and researchers involved with comparative and Asian politics, political development, and political culture.
